Landmark Innovation Base Inaugurated in Shenzhen
Shenzhen, China – A significant step towards enhanced regional cooperation was taken on Friday, November 29, 2025, with the official launch of the China-ASEAN Collaborative Innovation Demonstration Base for Emerging Industries. The base, inaugurated during the 2025 ASEAN-CHINA GBA Economic Cooperation (Qianhai) Forum in Shenzhen, aims to deepen cross-regional collaboration in emerging technologies, regulatory frameworks, and industrial standards.
The initiative marks a new phase in strengthening economic integration and technological advancements between China and the member states of the Association of Southeast Asian Nations (ASEAN).
Fostering Cooperation in Emerging Technologies and Standards
The newly launched innovation base is designed to serve as a crucial platform for fostering joint development in high-tech sectors. Its core objectives include promoting cooperation in:
- Emerging technologies
- Rules and regulations
- Industrial standards
This collaborative effort comes at a time of slowing global growth and rising protectionism, underscoring the commitment of China and ASEAN to bolster their economic ties. The two entities have maintained a robust trade relationship, with each serving as the other's largest trading partner for five consecutive years.
Network of Innovation Hubs and Project Agreements
As part of this ambitious initiative, the first four demonstration bases are slated for establishment in key regional cities: Shenzhen, Guangzhou, Singapore, and Kuala Lumpur. This network is intended to facilitate industrial cooperation and regulatory alignment across the region.
During the 2025 ASEAN-CHINA GBA Economic Cooperation (Qianhai) Forum, more than 20 cooperation projects were signed. These projects span critical emerging sectors, including AI healthcare, distributed photovoltaic systems, and cell therapy, highlighting the diverse areas of collaborative focus.
Key Participants and Strategic Vision
The two-day forum in Shenzhen attracted over 1,000 participants, comprising representatives from government bodies, business associations, and enterprises across China and ASEAN countries. Shi Zhongjun, secretary-general of the ASEAN-China Centre, emphasized the forum's role in fostering closer collaboration. He expressed hope for building a 'tighter network for exchanges, deepen cooperation in areas such as digital intelligence, and deliver more tangible outcomes.'
The launch of the innovation base is expected to enhance technological exchange, streamline cross-border regulatory frameworks, and cultivate a more innovative industrial ecosystem throughout Southeast Asia and China.

Establishing innovation hubs in key cities like Singapore and Kuala Lumpur is a smart move for regional development. Yet, the long-term success hinges on genuine technology transfer and not just market access for Chinese firms.

Is this collaboration or just deeper economic dependence on China? Worrisome.
