Air Quality Reaches Critical Levels in Delhi

New Delhi's air quality has plummeted to the 'severe' category, marking the first time this year that pollution levels have reached such hazardous extremes. On Tuesday, November 11, 2025, the city's average Air Quality Index (AQI) surged to 425, further deteriorating to 414 by 9 a.m. on Wednesday, November 12, 2025. An AQI between 401 and 450 is classified as 'severe,' indicating that the air quality can affect healthy individuals and seriously impact those with existing diseases.

In response to the escalating crisis, the Commission for Air Quality Management (CAQM) in the National Capital Region (NCR) and adjoining areas immediately invoked Stage III of the Graded Response Action Plan (GRAP-3). This implementation brings a comprehensive set of stricter anti-pollution measures across Delhi and its surrounding regions.

GRAP-3 Measures Enforced Across NCR

The GRAP-3 framework mandates a series of stringent restrictions aimed at curbing pollution sources. Key measures include:

  • Construction and Demolition Ban: A complete prohibition on non-essential construction and demolition activities, including earthwork, piling, trenching, road construction, major repairs, stone crushing, and mining activities. Essential public projects such as railways, metro construction, airports, defense, sanitation, and healthcare facilities are exempt but must adhere to strict dust and waste management compliance.
  • Vehicle Restrictions: A ban on the plying of BS-III petrol and BS-IV diesel four-wheelers in Delhi and the NCR districts of Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar. Exemptions are made for vehicles carrying essential commodities or providing essential services, as well as those specially adapted for persons with disabilities.
  • Industrial and Other Curbs: Industries using unapproved fuels have been directed to suspend operations. The CAQM has also called for staggered timings for public offices and municipal bodies, intensified public transport services, and increased frequency of mechanised/vacuum-based road sweeping and water sprinkling.

Hybrid Learning for Younger Students

In conjunction with the GRAP-3 measures, the Directorate of Education, Delhi, has directed all schools in the Delhi-NCR region to switch to a hybrid mode of learning for students up to Class 5. This allows students to attend classes both physically and online, with immediate effect, until further notice. The decision aims to protect young children from the severe health risks posed by the toxic air.

Health Concerns and Contributing Factors

The deteriorating air quality has raised significant health concerns among residents. Doctors and health experts warn of a surge in respiratory ailments, including breathing problems, asthma, and eye irritation, affecting both healthy individuals and those with pre-existing conditions. Some residents are reportedly considering temporary or permanent relocation to escape the hazardous environment.

The CAQM attributed the sharp spike in pollution to a combination of unfavorable meteorological conditions, including calm winds, a stable atmosphere, and other factors that trap pollutants close to the ground. Other contributing factors include vehicular emissions, paddy-straw burning in neighboring states, and emissions from firecrackers.
