Incident Unfolds After Retail Theft
Two Pennsylvania State Police troopers were shot and injured, and a suspect was killed, following a retail theft incident and subsequent pursuit in Franklin County on Wednesday evening, October 8, 2025. The events began when troopers responded to a theft call at a Dick's Sporting Goods store in Guilford Township, near Chambersburg, around 6:11 p.m. .
According to official statements, several suspects fled the scene in a vehicle. Troopers located the vehicle and initiated a pursuit southbound on Interstate 81. To halt the fleeing vehicle, spike strips were deployed, successfully stopping it near exit 3, close to Greencastle .
Exchange of Gunfire and Suspect's Death
Upon the vehicle's stop, two female suspects complied with orders and were taken into custody. However, a male suspect, later identified as Lamar Lorenzo Foy, 31, opened fire on the troopers, striking two of them. Troopers returned fire, fatally wounding Foy .
The two female suspects, Amir Loren Swift, 21, and Giani Jaida McGowan, 21, both from Baltimore, were subsequently charged with retail theft and drug offenses. They are accused of stealing over $1,000 worth of clothing from the store. A search of their van reportedly uncovered THC, plastic bags containing powder, money, and scales .
Troopers' Condition and Official Reactions
The injured troopers were rushed to Wellspan York Hospital. One of the troopers was treated and released on Thursday morning, while the other remains hospitalized in serious condition . The names of the injured troopers have not been publicly released.
Pennsylvania Governor Josh Shapiro expressed his concern, stating on social media that he and his wife were 'praying for the officers' and asked others to join them. Governor Shapiro remarked, 'Pennsylvania's law enforcement officers are the very best of us — running towards danger every day to keep our communities safe' .
Stephen Polishan, President of the Pennsylvania State Troopers Association, issued a statement asking for prayers for the 'brave troopers and their families,' emphasizing that 'Each day, the men and women of the Pennsylvania State Police go to work prepared to give their last full measure.' Joseph Regan, President of the Fraternal Order of Police State Lodge, also praised the troopers' 'bravery and selflessness' and wished them a full recovery .
