On August 13, 2025, in Amman, Jordan, Zeng Jixin, who heads China’s office to the State of Palestine, signed a contribution agreement with Karim Amer, the director of partnerships at the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). This agreement is part of China's annual donations designed to assist Palestinian refugees, a population that is currently experiencing significant hardship due to the ongoing war in Gaza.
During the signing, Zeng highlighted the crucial role that UNRWA plays in delivering humanitarian aid to millions of Palestinian refugees. He noted that in response to the escalating conflict, China has not only increased its financial contributions but has also supplied medical assistance and other forms of aid. Zeng called for the international community to continue its support for UNRWA and reaffirmed China’s commitment to work towards a peaceful resolution of the conflict based on a two-state solution.
UNRWA has been struggling with a substantial funding crisis, particularly after suspensions of contributions from several major donor countries due to allegations involving the agency's staff in attacks led by Hamas. Although some donors have resumed funding, the agency continues to face serious financial hurdles. UNRWA's communications director, Juliette Touma, articulated that the agency is in an "existential crisis" fueled by the ongoing conflict in Gaza, which has resulted in the deaths of many staff members. In light of this, she expressed appreciation for China's consistent support, recognizing its importance to the Palestinian refugee community and UNRWA's efforts.
