Train operations in western Guangdong and Hainan provinces began a phased resumption on Monday, starting at noon. This followed the departure of Typhoon Wipha from the regions, as announced by local railway authorities.
High-speed train services between Shenzhen and Zhanjiang, Guangdong, recommenced at midday. Furthermore, the western portion of the high-speed railway in Hainan province resumed service at 7:30 pm on Monday, according to the China Railway Guangzhou Group.
Typhoon Wipha made its second landfall near Hailing Island in Yangjiang, Guangdong, around 8:15 pm on Sunday. At the time of landfall, the storm was classified as a strong tropical storm, with maximum wind speeds of 25 meters per second near its center, as reported by the provincial meteorological observatory.
By Monday morning, Wipha had moved into the Beibu Gulf. The meteorological observatory predicted that the storm's intensity would likely increase once again.
Heavy to torrential rainfall is anticipated across parts of eastern and southwestern Guangdong. The Leizhou Peninsula, along with the central-western and northern areas of Hainan, are expected to experience extremely heavy rainfall.

What about the displaced people? Shouldn't they be given priority instead of train passengers?
