A 20-year-old university student, employed temporarily at the Hakodate child consultation center, was apprehended by local police on June 9th. The arrest stems from allegations of kidnapping a minor who was under protective custody at the center.
The suspect, Nazumi Kushibiki, was a staff member appointed for the fiscal year. She is accused of enticing a 17-year-old girl, knowing her to be a minor, and taking her off-site without the guardian's consent. The alleged events occurred between June 7th and 8th.
The Hakodate Chuo Police Station of the Hokkaido Prefectural Police initiated an investigation after the center reported the girl missing on June 7th. Staff interviews and security camera footage led to Kushibiki's involvement being identified. The girl was located unharmed at a lodging facility within Hokkaido and was subsequently taken into custody.
Kushibiki, a resident of Hakodate, began her employment at the center in February 2024. Her responsibilities included the care of children residing at the facility. She has reportedly confessed to the accusations, stating her regret for her actions.
The Hokkaido Prefectural Government has issued a statement indicating their commitment to a thorough investigation and a strict response to the situation.
