The Communist Party of China Central Committee, along with the State Council, has outlined guidelines that aim to develop a robust elderly care service system by the year 2029, with an objective to ensure that by 2035, every elderly individual has access to essential pension services.

The proposed guidelines emphasize the creation of a well-integrated care service network that combines the efforts of families, local communities, and professional elderly service organizations. A significant focus will be placed on improving care for elderly individuals living in rural areas, particularly those who may be older, are unable to care for themselves, or have disabilities.

Additionally, the government intends to strengthen supervision of elderly care facilities to ensure that they operate ethically, particularly in terms of fees and care provided. The new guidelines also promote foreign investment in China's pension industry, presenting incentives for foreign companies to participate, which could lead to increased product offerings and enhanced services for the elderly population.

Furthermore, the government plans to enhance the skill set of nursing staff by reforming evaluation methods and establishing training programs at vocational institutions. It will also invest in technological advancements in elderly care, such as artificial intelligence and robotics, while optimizing a national service information platform to effectively address the needs of the elderly within the market.
