UN Special Rapporteur Raises Alarm Over Ongoing Abuse in Cambodian Scam Compounds

Despite recent efforts by the Cambodian government to address the proliferation of these centers, reports indicate that the scale of human trafficking and forced labor remains a critical concern.

The Reality of Scam Compounds

The compounds, often operated by transnational criminal networks, force victims to engage in large-scale cyber-fraud operations. According to findings, victims are frequently subjected to:

• Physical violence and torture
• Sexual violence
• Arbitrary detention
• Confiscation of travel documents
• Threats against family members

The UN expert emphasized that while some raids have occurred, the response has been insufficient to dismantle the underlying criminal infrastructure that sustains these operations.

Government Response and Challenges

The Cambodian government has previously stated its commitment to combating human trafficking and closing illegal scam centers. However, the Special Rapporteur noted that the complexity of these networks, combined with reports of corruption and lack of transparency, hinders effective enforcement.
