China's EV Charging Infrastructure Surges to 20.70 Million Plugs, Marking Nearly 50% Annual Growth

Rapid Expansion of Charging Network

China's electric vehicle (EV) charging infrastructure has demonstrated remarkable growth, with the total number of charging plugs reaching 20.70 million by the end of January. This figure signifies a substantial 49.6% increase compared to the same period last year, according to data released by the National Energy Administration (NEA). The rapid expansion underscores China's aggressive push towards new energy vehicles (NEVs) and its commitment to supporting the world's largest EV market.

The NEA noted that the current scale of infrastructure is now sufficient to meet the basic charging requirements of the country's burgeoning EV fleet.

Public and Private Sector Contributions

The surge in charging infrastructure was fueled by significant growth in both public and private installations. Public charging facilities saw a steady rise, reaching 4.80 million units as of late January, marking a 31.2% year-on-year increase. The total rated power for the public network has reached 226 million kilowatts, with individual plugs providing an average charging power of approximately 47.01 kilowatts.

The private sector experienced even more substantial growth, with private charging installations jumping 56.1% compared to the previous year, totaling 15.90 million units. The total installed power capacity for these residential and workplace units reached 138 million kilovolt-amperes.

Strategic Growth and Future Outlook

This accelerated development is a direct response to the increasing popularity of green EVs among Chinese consumers. In 2025, new energy vehicle production and sales reached 16.626 million and 16.49 million units respectively, growing by 29% and 28.2% year-on-year. China's NEV market penetration reached 53.9% of passenger vehicle sales in 2025.

The pace of infrastructure deployment has been particularly swift in recent years. While it took 13 years to install the first million charging piles, the expansion from 10 million to 20 million units was achieved in just 18 months. China accounts for approximately 65% of the global charging infrastructure and 60% of the electric light-duty vehicle stock worldwide.

Looking ahead, China unveiled a three-year action plan (2025-2027) in October 2025 to further enhance its EV charging infrastructure. This ambitious plan aims to establish a nationwide network of 28 million charging facilities, with public charging capacity surpassing 300 million kilowatts by the end of 2027. The plan focuses on upgrading urban fast-charging networks, expediting charging facility upgrades in expressway service areas, and addressing shortages in rural charging infrastructure.
