The agreement involved Ukraine, represented by President Zelenskyy, France by President Emmanuel Macron, and Great Britain by Prime Minister Keir Starmer. The declaration outlined the deployment of multinational forces in Ukraine following a ceasefire.
British Prime Minister Starmer had previously stated that, after a ceasefire, both Britain and France would establish military hubs across Ukraine and construct secure facilities for storing weapons and equipment. French President Macron has also indicated that such deployments, potentially involving 'several thousand troops' at 'key locations,' would not require Russia's permission.
Deployment Strategy and Ukrainian Preferences
While the commitment to send troops is clear, the specific deployment zones remain a subject of discussion. President Zelenskyy expressed a preference for these international forces to be positioned 'closer to the front line' to serve as a stronger deterrent against any potential resurgence of conflict. He emphasized that deploying troops in western regions, such as Lviv, would not meet Ukraine's strategic needs, suggesting that logistical support for air defense would be more beneficial in such areas.
Currently, a 70-person Headquarters (HQ) for the Multinational Force for Ukraine is operational, and preparations for UK forces are supported by £200 million in funding.
