Government Meeting Focuses on Social and Economic Priorities

On February 11, 2026, the Russian Government held a meeting chaired by Prime Minister Mikhail Mishustin to address several critical social and economic programs. The discussions centered on enhancing support for large families, boosting the agricultural sector, and facilitating housing development in the country's new constituent entities.

Expanded Support for Large Families

A significant item on the agenda was the extension of lump sum benefits for large families whose income slightly exceeds the established criteria. In response to a presidential instruction, the government has prepared amendments to the regulatory framework. These amendments propose that if a large family's income, upon reassessment, surpasses the subsistence minimum by up to 10 percent, the benefit will be prolonged for an additional twelve months at half the subsistence minimum. The specific amount of this benefit will vary by region. The proposed changes have been submitted to the State Duma for consideration, with an anticipated effective date of January 1, 2026.

Boosting Agricultural Leasing Programs

The meeting also focused on strengthening the agro-industrial complex through budget allocations for preferential agricultural leasing. The federal budget has already earmarked over 13 billion roubles for subsidies under these programs this year. To further support the sector, an additional two billion roubles will be provided. This supplementary funding is expected to facilitate the supply of more than 6,500 units of agricultural machinery on preferential terms and support existing leasing agreements. Prime Minister Mishustin emphasized the importance of prompt disbursement of these funds, particularly with the approaching sowing season, to ensure farmers are adequately prepared for fieldwork.

Funding for Housing in New Regions

Efforts to develop and restore infrastructure in Russia's new regions were also a key discussion point, specifically concerning the housing construction insurance program. An additional two billion roubles will be allocated this year to continue this vital program in these areas. Since 2022, approximately 25,000 apartment buildings and private houses, alongside essential infrastructure such as clinics, hospitals, schools, kindergartens, and roads, have been constructed or restored in these regions. The government highlighted housing as a primary focus, aligning with the head of state's emphasis on this sector.
