Taliban-Appointed Diplomat Assumes Charge at Afghan Embassy in New Delhi

New Diplomatic Appointment in Delhi

Mufti Noor Ahmad Noor, a prominent figure within the Taliban's Ministry of Foreign Affairs, has recently arrived in New Delhi to assume the role of Charge d'Affaires at the Afghan Embassy. This development marks a significant moment in the evolving relationship between India and Afghanistan, representing the first instance of a Taliban-appointed diplomat taking charge of the embassy in the Indian capital since the Taliban's return to power in August 2021.

Noor previously served as the Director General of the First Political Department at Afghanistan's Ministry of Foreign Affairs. His appointment follows a period of cautious engagement between India and the Taliban, which has seen India provide humanitarian assistance to Afghanistan. Afghan consulates in cities like Mumbai and Hyderabad are already being managed by Taliban-appointed diplomats, indicating a gradual normalization of certain diplomatic functions. A previous attempt by the Taliban to appoint a Charge d'Affaires in Delhi in April 2023 was unsuccessful, making this current appointment a notable breakthrough.

India's Pragmatic Engagement

While India has not formally recognized the Taliban regime as the legitimate government of Afghanistan, this latest diplomatic move is widely viewed as a pragmatic step to facilitate essential consular and community services. The presence of thousands of Afghan refugees in India necessitates a functional diplomatic mission for passport validation, visa processing, and other crucial services. India's approach has been described as 'engagement without endorsement,' focusing on practical cooperation rather than formal recognition.

The groundwork for this appointment was laid during the visit of Taliban Acting Foreign Minister Amir Khan Muttaqi to India in October 2025. During this visit, discussions were held that paved the way for such diplomatic postings. Furthermore, India upgraded its technical mission in Kabul to embassy status in October 2025, signaling its intent to deepen bilateral engagement across various spheres, including humanitarian aid and development initiatives.

Embassy Operations and Future Outlook

Upon his arrival, Mufti Noor Ahmad Noor reportedly met with the embassy staff and assured the continuation of services for Indian local staffers. For the time being, the embassy continues to fly the pre-Taliban red, green, and black tricolour flag of Afghanistan, rather than the Taliban's Emirate flag. This detail underscores the nuanced and often delicate nature of the diplomatic arrangement.

This development also unfolds amidst reports of deteriorating relations between the Taliban and Pakistan, suggesting a potential shift in regional dynamics. While India maintains its stance of non-recognition, its willingness to host a Taliban-appointed Charge d'Affaires reflects a strategic decision to maintain a channel of communication and address the practical needs arising from the situation in Afghanistan. Globally, only Russia has formally recognized the Taliban government, with many other nations, including China, adopting similar 'Charge d'Affaires' arrangements without full diplomatic recognition.

This is a step backwards for human rights in Afghanistan. Shameful.

This move highlights the difficult reality of dealing with the Taliban, where ignoring them isn't an option for regional powers. Yet, the international community must remain vigilant that this practical engagement doesn't translate into full acceptance of their regressive policies without significant reforms.

This helps Afghan citizens directly. It's about people, not politics.

India is compromising its values. What about human rights?

It's a complex situation where humanitarian needs clash with ethical considerations regarding formal recognition. While facilitating practical services is important, the symbolic weight of such an appointment cannot be ignored, raising questions about international norms and principles.
