New Application Round for Childcare Subsidies Begins

Beijing, China – China officially opened applications for its 2026 nationwide childcare subsidy program on Monday, January 5, 2026. This marks a continued effort by the Chinese government to support families and address demographic shifts, offering eligible families an annual subsidy of 3,600 yuan (approximately 513 U.S. dollars) for each child under the age of three.

The program, which was initially launched in July 2025 and took effect on January 1, 2025, is a significant component of China's broader strategy to encourage childbirth and ease the financial pressures associated with raising children.

Eligibility and Application Process

The subsidy is available for all legally born children under the age of three, regardless of whether they are the first, second, or third child in the family. Children born before January 1, 2025, but still under three years old, are also eligible to receive a prorated subsidy based on the remaining months until they reach their third birthday.

Parents and legal guardians have multiple avenues to apply for the subsidy:

  • Online through 'childcare subsidy' mini-programs on platforms such as Alipay and WeChat.
  • Via the childcare subsidy application section on the government service platform of the province where the child is registered.
  • Offline at the township or subdistrict office of the child's registered residence.

For infants and young children who received the subsidy in 2025 and continue to meet the eligibility criteria, a streamlined renewal application process has been introduced for the new year.

Addressing Demographic Challenges

The expansion of the childcare subsidy program comes as China continues to grapple with a declining birth rate and a rapidly aging population. The country's birth rate and the total number of newborns had seen a decline for seven consecutive years before experiencing a modest rebound in 2024. By the end of 2024, China's population aged 60 and above had reached 310 million.

This nationwide cash assistance program is considered the first large-scale, universal, and direct cash benefit for social welfare ever implemented across the country since the founding of the People's Republic of China. It is expected to benefit more than 20 million families annually, with over 24 million people having already benefited from the 2025 program, which achieved an 80 percent distribution rate.

Broader Policy Framework

The childcare subsidy is part of a comprehensive package of pro-birth policies. The central government had planned to allocate 90 billion yuan from its budget in 2025 to support the issuance of these subsidies. Notably, the subsidies are exempt from individual income tax and are not factored into household income when determining eligibility for other assistance programs.

Other supportive measures include increased individual income tax deductions for childcare and education, extended parental leave, and a plan to ensure nationwide insurance coverage for basic childbirth costs by 2026. These policies collectively aim to foster a more childbearing-friendly society and promote high-quality population development.
