Novo Oriente Solar Complex Fully Operational in São Paulo
The Novo Oriente photovoltaic complex, located in Ilha Solteira, São Paulo, Brazil, has officially commenced full commercial operation as of December 2025. This milestone was achieved following the commissioning of its final plant, bringing the entire solar park to its complete installed capacity of 254.5 MW. The project represents a significant advancement in Brazil's renewable energy landscape.
Project Details and Investment
The Novo Oriente complex is comprised of 82 generation units organized across six individual power plants. The development saw an estimated investment of R$ 1.22 billion (Brazilian Reais). The Brazilian Development Bank (BNDES) played a crucial role in the funding, allocating R$ 805 million for the installation of the complex.
The project was developed by EDP - Energias do Brasil SA, in partnership with EDP Renováveis, with each company holding a 50% stake. During its construction phase, the complex generated 11,718 direct and indirect jobs, contributing to local employment.
Government Support and Environmental Compliance
The Novo Oriente complex benefits from key Brazilian government initiatives, falling under both the Special Incentive Regime for Infrastructure Development (REIDI) and the New Growth Acceleration Programme (Novo PAC). These programs provide tax incentives and coordinate investments in infrastructure projects across the country.
Environmental licensing for the project was meticulously handled and granted by the Environmental Company of the State of São Paulo (CETESB), the regulatory body responsible for verifying compliance with environmental standards.
Contribution to Brazil's Energy Transition
The full operation of the Novo Oriente Solar Complex significantly bolsters Brazil's electric power generation matrix by adding a substantial amount of clean and renewable energy. This initiative is a key component in strengthening the nation's energy transition efforts. With the entry into commercial operation of the Novo Oriente Photovoltaic Complex, Brazil has exceeded 20 GW of installed capacity of centralized solar generation.
Furthermore, the complex has secured an offtake agreement with the McDonald's chain, indicating its role in providing sustainable energy to commercial entities.

The integration of renewable energy through projects like Novo Oriente is vital for a sustainable future. Yet, the emphasis on large-scale complexes might overshadow the potential of decentralized solar solutions that could empower local communities and reduce transmission losses more effectively.

It's great to see Brazil expanding its renewable energy capacity with such a significant project. However, the reliance on a few large entities and government funding makes me wonder about the broader market access and competitive landscape for smaller energy producers.
