Correios Unveils Sweeping Restructuring Plan to Avert R$23 Billion Deficit by 2026

Correios Launches Ambitious Recovery Strategy

Correios, Brazil's national postal service, officially unveiled a broad structural and financial recovery plan on Monday, December 29, aimed at preventing a projected deficit of up to R$23 billion by 2026. The strategy, presented by company president Emmanoel Rondon, seeks to restore the company's financial equilibrium and return to profitability by 2027.

Addressing Deepening Financial Woes

The restructuring comes as Correios faces its most severe financial crisis in history. Between January and September of 2025, the company accumulated losses of R$6 billion, nearly triple the R$2.1 billion recorded during the same period in 2024. In the first half of 2025 alone, losses reached R$4.37 billion, with R$2.64 billion in the second quarter. The company's market share in parcel delivery has significantly declined from 51% to 25%, and approximately 85% of its branches are operating at a loss. The government's projected deficit for state-owned companies for 2025 increased by R$3.7 billion, primarily due to Correios' revised budget, necessitating R$3 billion in cuts to other expenditures.

Key Financial and Operational Measures

A central component of the recovery plan is the securing of a R$12 billion syndicated loan with domestic banks, backed by a federal government guarantee, with financing extending through 2040. This loan aims to stabilize the company's finances following record losses. Other financial strategies include:

  • Expense Reduction: Comprehensive cuts across various operational areas.
  • Asset Sales: The sale of underutilized properties, with an estimated generation of R$1.5 billion. An example includes a building in Salvador listed for R$109 million to R$145 million.
  • Contract Renegotiations: Review and renegotiation of contracts with suppliers.
  • New Revenue Streams: Launching a proprietary online marketplace to diversify income.

Workforce Adjustments and Structural Changes

The restructuring plan also addresses human resources and operational efficiency. A voluntary severance program (PDV) is being implemented, initially estimated to affect around 10,000 employees, with later reports suggesting up to 15,000 layoffs (10,000 in 2026 and 5,000 in 2027). This program will focus on regions with idle labor. Additionally, changes to employee health plans are proposed, including a new model to redefine benefits and cut 30% of costs. Operational adjustments include reduced working hours, a return to in-person work, and the closure of up to 1,000 unprofitable agencies.

Outlook and Government Stance

The overarching goal of these measures is to achieve financial equilibrium by 2025-2026 and return to profitability by 2027. Despite the significant challenges, President Luiz Inácio Lula da Silva has ruled out the privatization of Correios, emphasizing the company's strategic importance. The success of this comprehensive plan is crucial for the future of Brazil's postal services and its impact on the federal budget.
