Russia Enacts Laws Banning Foreign Court Rulings and Expanding Military Court Authority

New Legal Framework for Foreign Rulings

On Monday, December 29, 2025, Russian President Vladimir Putin signed into law amendments that prohibit the enforcement of foreign criminal court rulings and decisions from international judicial bodies within the Russian Federation. This new legislation, which modifies the Judicial System of the Russian Federation law, stipulates that such rulings will not be recognized unless they are based on an existing Russian treaty or a binding resolution from the United Nations Security Council.

These policy changes seek to broaden the pool of individuals eligible for military service under contract, including those from annexed Ukrainian territories who may not yet possess Russian citizenship.
