Ukrainian forces launched a drone attack on the Syzran oil refinery in Russia's Samara Oblast during the night of December 27-28, 2025. Reports indicate that the drone strike specifically targeted a primary crude oil processing unit, identified as either the ELOU-AVT-5 or ELOU-AVT-6 installation. This unit is crucial for desalting, dehydration, and fractional distillation of crude oil. Given that the Syzran refinery possesses only one such unit, significant damage could potentially lead to a complete shutdown of the plant's production. Additionally, an electrical substation in Syzran was reportedly hit, leading to temporary power and heating outages in residential areas. Eyewitnesses reported hearing multiple explosions and observing air defense activity in the region.
Refinery's Strategic Importance and Russian Response
The Syzran oil refinery, owned by Russian state oil giant Rosneft, plays a significant role in Russia's energy sector. It has an annual processing capacity ranging from 7 to 8.9 million tons of oil and produces approximately 2.5 million tons of diesel annually. This output supplies both the Russian domestic market and its armed forces. In response to the attack, the Russian Ministry of Defense claimed that 12 Ukrainian drones were shot down over Samara Oblast. Authorities in Syzran declared a drone alert, and flights at Samara's Kurumoch airport were temporarily halted as a precautionary measure.

This is not the first time the Syzran oil refinery has been targeted. The facility has been a repeated target of Ukrainian drone attacks throughout 2025, including a previous strike on December 5, which reportedly forced the refinery to halt operations.
