India has imposed anti-dumping duties on two key products imported from China: a refrigerant gas and certain types of steel. The decision, announced on December 26, 2025, aims to protect domestic manufacturers from the adverse effects of cheap imports, which were found to be exported at below normal prices. These duties will remain in effect for a period of five years.

Specific Products and Duty Rates

The anti-dumping duties target 1,1,1,2-Tetrafluoroethane, commonly known as R-134a, a refrigerant gas, and cold-rolled non-oriented electrical steel. The duty on R-134a has been set at up to $5,251 per tonne. For cold-rolled non-oriented electrical steel, the duties vary, with some Chinese firms facing a levy of $223.82 per tonne, while others will incur a higher duty of $415 per tonne.

Investigation and Rationale

These duties were imposed following detailed investigations by the Directorate General of Trade Remedies (DGTR), an arm of the Commerce Ministry. The DGTR's probes concluded that the domestic industries had suffered 'material injury' due to the influx of these underpriced imports. The Indian government's objective is to ensure fair trading practices and create a level playing field for local producers against foreign exporters.

Adherence to WTO Regulations

The imposition of anti-dumping duties is a trade defense tool permitted under the multilateral regime of the World Trade Organisation (WTO), of which India, China, and Vietnam are members. This measure is intended to counter unfair trade practices rather than restrict legitimate imports. India has increasingly utilized such duties across various sectors to address the impact of cheap imports, particularly from China, and to mitigate global trade distortions that can lead to goods being diverted into its markets.
