Russia Claims Seizure of Over 5,100 Square Kilometers of Ukrainian Territory in 2025, Including Siversk and Vovchansk

The Russian Federation has announced significant territorial gains in Ukraine during 2025, claiming to have seized over 5,100 square kilometers of Ukrainian land. This assertion, made by Russian President Vladimir Putin, includes the capture of key towns such as Siversk in the Donetsk region and Vovchansk in the Kharkiv region. However, these claims have been met with considerable skepticism from Ukrainian officials and international military analysts.

Russian Claims and Official Statements

Russian President Vladimir Putin stated that Russian forces had seized more than 5,100 square kilometers of Ukrainian territory in 2025. During a year-end news conference, Putin specifically named Siversk in the eastern Donetsk region and Vovchansk in the northern Kharkiv region as towns captured by Russian forces. Other Russian officials provided slightly varying figures, with Chief of Staff Valery Gerasimov claiming 6,300 square kilometers and Defence Minister Andrei Belousov stating 6,000 square kilometers. Putin also asserted that Russian forces held at least half of Lyman and Kostiantynivka in Donetsk, and Hulyaipole in the southern Zaporizhia region. These announcements are perceived as an effort by Moscow to highlight military achievements in 2025 and influence ongoing peace talks.

Ukrainian and Independent Assessments

Ukrainian officials and independent analysts have largely cast doubt on the extent of Russia's claimed advances. The Institute for the Study of War (ISW), a Washington-based think tank, reported that satellite and open-source visual evidence contradict many of Putin's assertions. ISW indicated that Russian forces are primarily making 'tactical gains across most of the theater' rather than significant breakthroughs. The ISW estimated that Russia had seized no more than 4,984 square kilometers (1,900 square miles) containing 196 settlements, a figure lower than Moscow's claims of 300 settlements. Furthermore, ISW noted that nearly 80% of Russia's gains in 2025, totaling 4,652.2 square kilometers, occurred in specific directions such as Lyman, Kostiantynivka, Pokrovsk, Novopavlivka, Oleksandrivka, and Huliaipole.

Status of Siversk and Vovchansk

The status of Siversk and Vovchansk remains contested. Ukrainian forces confirmed a withdrawal from Siversk on December 23, citing the need 'to preserve the lives of our soldiers and the combat capability of our units'. Despite this tactical retreat, Ukrainian forces continue to engage Russian troops in the town's outskirts, and Siversk remains within the range of Ukrainian artillery and defensive fire. ISW stated that Russian forces have not fully secured Siversk despite Kremlin claims. In Vovchansk, while the Kremlin claimed occupation on December 1, Ukraine's General Staff denied this, stating that Ukrainian units are still present and defending the southern part of the city. The OSINT monitoring group DeepState reported Russian advances in Vovchansk, but confirmed Ukrainian forces maintain control over the city's south. The Washington Post characterized Vovchansk as a 'contested zone with no stable Russian presence'.

Broader Context of the Conflict

The overall pace of Russian advances in 2025 has been described as 'slow and grinding'. The Ukrainian General Staff reported repelling over 60 attacks across the front on December 25. Analysts suggest that Russia has incurred 'enormous manpower losses for meaningless territorial gains,' and has not captured any large or medium-sized cities this year. The conflict continues with ongoing engagements across multiple fronts, as both sides seek to assert control and influence the narrative surrounding territorial changes.

ISW confirmed it: Russia is barely moving. Just tactical shifts.

They're losing men for scraps of land. What a disaster for Russia.

The claims from Moscow are clearly meant to boost morale, but the reality on the ground, as reported by ISW, suggests a much slower and less impactful advance than they portray.
