Saudi Arabia Tops MENA in Government AI Readiness Index 2025

The index, a globally recognized benchmark, evaluates 195 governments worldwide on their capacity to design, regulate, and implement AI in public policy.

Beyond its regional leadership, Saudi Arabia also demonstrated strong performance on the global stage. The Kingdom secured the seventh position worldwide in the governance pillar and the ninth position globally for public-sector AI adoption. These rankings highlight a balanced advancement in both the regulatory frameworks and the practical implementation of AI within government operations. The Oxford Insights index assesses countries based on criteria related to governance, digital infrastructure, and institutional preparedness, indicating Saudi Arabia's comprehensive approach to AI development.

Strategic Pillars Driving AI Advancement

This rapid progress is largely attributed to Saudi Arabia's coordinated national strategy, particularly the National Strategy for Data and Artificial Intelligence (NSDAI), which is closely aligned with the objectives of Vision 2030. The Saudi Data and Artificial Intelligence Authority (SDAIA) has played a central role in integrating policy, regulation, enablement, and execution across government bodies. The initiative benefits from strong backing by Crown Prince Mohammed bin Salman, who chairs SDAIA's board, reinforcing the Kingdom's commitment to leveraging advanced technologies. Key initiatives include the establishment of a National AI Ethics Framework and the development of advanced digital infrastructure supported by platforms such as HUMAIN, which enhances computing capabilities and aids in the development of AI models.

Vision 2030: Towards a Technology-Enabled Future

The achievement in AI readiness is integral to Saudi Arabia's broader Vision 2030, which aims to diversify the economy away from oil, enhance government efficiency, and improve the quality of life for its citizens. The Kingdom has committed substantial investments, including a reported $100 billion initiative known as 'Project Transcendence' and pledges to attract over 75 billion Saudi Riyals in investment, to foster a robust AI ecosystem, develop startups, and create jobs in the data and AI sectors. This strategic focus positions Saudi Arabia as a leading data- and AI-driven economy, aspiring to be a global hub for technological leadership and innovation.
