Large-Scale Attack Hits Ukraine Ahead of Christmas
On Tuesday, December 23, 2025, the Russian Federation launched a massive aerial assault on Ukraine, deploying more than 650 drones and three dozen missiles across the country. The extensive bombardment, which began overnight and continued into daylight hours, resulted in at least three civilian deaths, including a 4-year-old child, and caused widespread disruptions to Ukraine's energy infrastructure, leading to significant power outages in frigid winter temperatures.
Ukrainian President Volodymyr Zelenskyy condemned the strikes, stating they were an 'extremely clear signal of Russian priorities' and demonstrated Russian President Vladimir Putin's intention to continue the invasion, particularly 'before Christmas, when people want to be with their families, at home, in safety.'
Casualties and Infrastructure Damage Reported
The attacks claimed the lives of at least three individuals. A 4-year-old girl, born in 2021, was killed in the Zhytomyr region after a Russian drone struck a residential building. An elderly woman died in the Vyshhorod district of the Kyiv region, and another civilian fatality was reported in the western Khmelnytskyi region. Additionally, several people, including children, sustained injuries across various regions.
The barrage specifically targeted Ukraine's energy grid. Ukraine's Air Force reported intercepting 587 drones and 34 missiles out of the 635 drones and 38 missiles launched. Despite these efforts, the strikes impacted 13 regions, with the Rivne, Ternopil, and Khmelnytskyi oblasts reported to be 'almost completely without electricity.' Emergency power cuts were implemented nationwide as a result.
Widespread Disruptions and International Reaction
The attacks caused extensive damage beyond the energy sector. In the southern Odesa region, energy, port, transport, industrial, and residential infrastructures were hit, with over 120 homes and a merchant ship reportedly damaged. Ukraine's largest private energy supplier, DTEK, confirmed that its thermal power stations were targeted, marking the seventh major strike on its facilities since October. The steelmaker Zaporizhstal experienced a complete power cut, leading to an emergency shutdown of production, and facilities belonging to the state-owned oil and gas company Ukrnafta were also damaged.
The UN Office for the Coordination of Humanitarian Affairs (OCHA) reported civilian casualties and damage to critical energy infrastructure, while UNICEF noted 'tragic reports' of child casualties. The timing of the attack, amidst ongoing peace negotiations pressed by U.S. President Donald Trump, was highlighted by President Zelenskyy as a deliberate act. Neighboring Poland scrambled fighter jets to secure its airspace during the strikes.
