Historic Agreement Signed in Baku

Baku, Azerbaijan – On Monday, December 22, 2025, Turkey and Azerbaijan solidified their strategic partnership by signing the 12th Joint Economic Commission (JEC) protocol. The landmark agreement, inked in the Azerbaijani capital, features a comprehensive 110-point action plan designed to bolster cooperation across a wide array of sectors, including energy, trade, investments, and tourism. The protocol was formally signed by Turkish Vice President Cevdet Yılmaz and Azerbaijani Prime Minister Ali Asadov, following bilateral and delegation meetings.

Deepening a Strategic Alliance

The newly signed protocol builds upon the strong foundation laid by the Shusha Declaration, signed on June 15, 2021, by Turkish President Recep Tayyip Erdoğan and Azerbaijani President Ilham Aliyev, which elevated bilateral relations to the level of a strategic alliance. Vice President Yılmaz emphasized that the current cooperation aims to contribute to the prosperity of the entire Turkic world by strengthening activities primarily under the umbrella of the Organization of Turkic States (OTS). The JEC meetings serve as a crucial roadmap for generating concrete projects and advancing shared economic objectives. Notably, the previous 11th JEC action plan, comprising 120 items, achieved a 78% completion rate, with 93 items successfully implemented.

Key Pillars of the 110-Point Action Plan

The extensive 110-point action plan outlines concrete steps for enhanced collaboration. Key areas of focus include:

  • Exploring the possibilities of signing a Free Trade Agreement.
  • Establishing cooperation in investment and service trade in third countries.
  • Creating a Joint Working Group for Azerbaijan's integration into the New Computerized Transit System.
  • Establishing joint industrial training centers.
  • Signing a cooperation agreement in the field of agriculture.
  • Developing cooperation in oil and natural gas projects.
  • Organizing experience-sharing programs across diverse fields, including health, tourism, banking, and public procurement.

The plan also addresses the strategic importance of the Middle Corridor, described as the '21st-century Silk Road,' and the advancement of the Nakhchivan energy corridor.

Ambitious Economic Targets and Investments

The economic ties between Turkey and Azerbaijan have seen significant growth. Bilateral trade volume reached a record $8 billion last year, with both nations setting an ambitious medium-term target of $15 billion. Investments also reflect the deep economic partnership; Turkey's investments in Azerbaijan have reached approximately $18 billion, while Azerbaijan's investments in Turkey total around $21 billion, bringing mutual investments to nearly $40 billion when accounting for flows through third countries. Vice President Yılmaz underscored the vision for both nations to become 'strategic centers where energy is managed and supply security is ensured,' rather than merely 'transit countries.'
