Nations Urge Gaza Restraint Following Miami Ceasefire Review Talks

International Mediators Meet in Miami

Senior officials from the United States, Qatar, Egypt, and Turkey met in Miami, Florida, on Friday, December 19, 2025, to review the first phase of the Gaza ceasefire agreement and to advance preparations for its second phase. A joint statement released on Saturday, December 20, 2025, emphasized the need for all parties to uphold their obligations and exercise restraint amidst ongoing tensions in the region.

The talks were led by US Special Envoy Steve Witkoff, representing US President Donald Trump's peace plan. Key attendees included Qatari Prime Minister Mohammed Abdulrahman Al Thani, Egyptian Intelligence Chief Hassan Rashad, and Turkish Foreign Minister Hakan Fidan. The discussions aimed to stabilize the fragile truce, which initially came into effect on October 10 after more than two years of conflict between Israel and Hamas.

Review of First Phase and Future Plans

The mediators acknowledged notable progress during the first phase of the ceasefire. This included the expansion of humanitarian assistance, the return of hostage bodies, partial withdrawals of forces, and a reduction in hostilities. The release of hostages was confirmed to be completed during this initial stage.

Looking ahead, the talks focused on the implementation of the second phase of the peace plan. This phase envisions:

  • The establishment and operationalization of a transitional administration for Gaza, referred to as a 'Board of Peace' or 'Peace Council'.
  • Enabling a governing authority in Gaza under a unified Gazan authority to protect civilians and maintain public order.
  • A full withdrawal of Israeli forces from their positions in Gaza.
  • The replacement of Hamas by an interim governing authority and its disarmament.
  • The deployment of an international stabilization force, ideally led by Arab and Muslim-majority nations.

Consultations on these complex next steps are expected to continue in the coming weeks.

Challenges and Parallel Diplomacy

Despite the diplomatic efforts, the ceasefire remains under strain, with both sides accusing each other of violations. Gaza's civil defense agency reported that six people were killed on Friday in Israeli shelling of a shelter, bringing the total number of Palestinians killed by Israeli fire since the truce began to approximately 400. Conversely, Israel has accused Hamas of breaching the ceasefire, reporting that three Israeli soldiers have been killed in Gaza since October.

Turkish Foreign Minister Hakan Fidan stated that Israel's repeated violations were making the peace process 'incredibly difficult'. In a separate but parallel diplomatic effort, Turkey's MIT intelligence agency chief Ibrahim Kalin met with Hamas negotiating team leader Khalil Al-Hayya in Istanbul on Saturday. These discussions focused on addressing alleged Israeli violations and resolving outstanding issues to facilitate progress to the second phase of the peace plan. A significant sticking point for the second phase remains the disarmament of Hamas, and Israel has expressed opposition to Turkey's potential participation in an international stabilization force.

Acknowledging the initial progress in reducing hostilities and returning hostage bodies is fair, but the continued high death toll, especially among Palestinians, shows how fragile this truce truly is. The rhetoric from both sides about violations only further erodes confidence in the process.

Finally, some serious diplomatic efforts! This is a crucial step towards stability.

The idea of a 'Board of Peace' offers a potential path for future governance in Gaza, which is desperately needed after years of conflict. However, without addressing the deep-seated grievances and ensuring accountability for past actions, any new authority will struggle to gain legitimacy.

Another talk shop while people are still dying. What's the point?

While the vision for a unified Gazan authority and international stabilization force is ambitious, the significant hurdle of Hamas disarmament could derail the entire second phase. Both parties need to make concessions for any progress to be sustainable.
