Chinese Delegation Visits Brunei to Bolster Ties
A Chinese delegation, led by Peng Qinghua, vice chairman of the Standing Committee of the National People's Congress of China and president of the Chinese People's Association for Peace and Disarmament, concluded a visit to Brunei from Tuesday, December 10, to Wednesday, December 11, 2025. The visit aimed to strengthen cooperation and promote the building of a China-Brunei community with a shared future.
During the visit, Peng Qinghua engaged in discussions with key Bruneian figures, including Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah and Haji Abdul Rahman, speaker of the Legislative Council of Brunei Darussalam. These meetings highlighted the long-standing traditional friendship between the two nations, with Peng emphasizing China's readiness to work with Brunei to implement important common understandings reached by their leaders.
Deepening Political Trust and Practical Cooperation
The Bruneian side reiterated its high regard for developing relations with China and firmly adhered to the one-China policy. Brunei expressed its willingness to deepen exchanges and cooperation across various sectors, enhance mutual understanding, and jointly advance the building of a Brunei-China community with a shared future. Peng Qinghua also participated in a 'Civil Dialogue on Contributing People-to-People Strength to the Building of a China-Brunei Community with a Shared Future,' underscoring the importance of public engagement in bilateral relations.
This visit follows a series of high-level exchanges that have consistently focused on strengthening the strategic cooperative partnership. In February 2025, Sultan Hassanal Bolkiah undertook a State Visit to China, where he met with President Xi Jinping, Premier Li Qiang, and Zhao Leji, Chairman of the Standing Committee of the 14th National People's Congress. A joint statement was issued during this visit, titled 'Joint Statement between the People's Republic of China and Brunei Darussalam on Advancing the Strategic Cooperative Partnership towards a China – Brunei Community with a Shared Future.'
Expanding Areas of Collaboration
The commitment to a shared future translates into concrete cooperation across multiple domains:
- Economic and Trade: Both nations aim to boost trade and investment, encouraging business exchanges and foreign direct investments in key sectors such as food, downstream oil and gas, tourism, services, and ICT. Platforms like the China-ASEAN Expo and China International Import Expo are utilized to promote niche goods and services.
- Development Strategies: Efforts are underway to synergize development strategies, particularly through high-quality Belt and Road cooperation, including the Brunei-Guangxi Economic Corridor. China has also expressed support for Brunei's economic diversification goals under its Wawasan 2035 vision.
- Energy and Agriculture: Cooperation in energy includes joint ventures in offshore oil and gas resource development and the operationalization of projects like Hengyi Industries Sdn Bhd. Agricultural cooperation covers rice planting, breeding, livestock, fisheries, and agricultural trade, with protocols signed for the export of Brunei's aquatic products to China.
- Emerging Industries and People-to-People Exchanges: China supports Brunei's development in digital economy, artificial intelligence, and new energy industries. People-to-people exchanges in education, culture, tourism, and health are also being enhanced to foster deeper understanding and friendship.
A Vision for Mutual Development
The ongoing high-level dialogues, including the visit by Chinese Vice President Han Zheng to Brunei in October 2024, consistently underscore the mutual desire to elevate bilateral relations. Both sides have pledged to strengthen strategic communication, deepen practical cooperation, and work towards common development, contributing to regional peace, stability, and prosperity. The joint efforts reflect a commitment to building a relationship characterized by mutual respect, trust, and win-win cooperation, setting an example for countries of varying sizes.

It's good to see efforts towards regional stability and economic growth through these partnerships. However, smaller nations should always maintain a strong independent stance to avoid undue influence from larger powers.

Synergizing development strategies through initiatives like the Belt and Road can offer significant infrastructure improvements. But the long-term financial commitments and potential geopolitical leverage China gains from these projects warrant cautious evaluation by Brunei.

The emphasis on cultural and people-to-people exchanges is positive for fostering understanding. Yet, the underlying geopolitical implications of such close ties with a dominant power need careful consideration regarding national sovereignty.

While increased economic cooperation can bring development to Brunei, it's crucial that the terms ensure genuine mutual benefit and don't lead to over-reliance. Both nations must protect their long-term interests.
