New Visa-Free Regime Takes Effect
Russian President Vladimir Putin signed a decree on Monday, December 1, 2025, officially implementing a visa-free entry policy for Chinese nationals. This measure allows citizens of the People's Republic of China to enter Russia for periods of up to 30 days without a visa, effective immediately upon its signing. The policy is intended for various purposes, including tourism, business, private visits, and participation in scientific, cultural, socio-political, economic, or sports events, as well as transit through Russian territory.
A Reciprocal Diplomatic Move
This new Russian policy is a direct reciprocal action following a similar initiative announced by China. In September 2025, China introduced a one-year trial visa-free arrangement for Russian citizens holding ordinary passports, which became effective on September 15, 2025, and is valid until September 14, 2026. This Chinese policy also permits stays of up to 30 days for purposes such as business, tourism, family visits, and cultural exchanges. President Putin had previously indicated that Russia would soon introduce a mirror decision, emphasizing the importance of bolstering bilateral contacts between the two nations.
Scope and Expected Impact
The decree specifies that the visa-free regime applies to Chinese citizens holding regular passports. However, it explicitly excludes those entering Russia for the purpose of employment, long-term study, or certain categories of international road transportation personnel. The move is widely expected to significantly boost tourism and economic ties between Russia and China. Following the announcement, Chinese travel platforms reported a substantial surge in interest for travel to Russia. For instance, air-ticket searches to Russia on Fliggy jumped more than eightfold, while Tongcheng Travel saw searches more than double. Experts anticipate a 30 to 40 percent increase in tourist arrivals from China during the summer season, with independent tourist arrivals potentially increasing by 1.5 to 2 times. An official from Russia's Ministry of Economic Development projected that over 2 million Chinese tourists could visit Russia as early as next year.
Strengthening Bilateral Relations
This mutual visa waiver program underscores the deepening strategic partnership between Moscow and Beijing. It aims to streamline travel and enhance economic, cultural, and people-to-people exchanges. Both nations already had a visa-free regime in place for group tours, and Beijing had previously allowed Russian travelers in transit to stay for up to 10 days without a visa.
