Historic Rail Link Agreement Finalized
Iran and Turkey have officially committed to building a new $1.6 billion trade rail link, a significant infrastructure project designed to enhance connectivity between Asia and Europe. The agreement, announced by Iranian Foreign Minister Abbas Araghchi on Sunday, November 30, 2025, marks a pivotal step in establishing a strategic corridor for goods and potentially people across the continents.
The formalization of the agreement saw Iranian President Masoud Pezeshkian sign the 'Agreement on Railway Cooperation' into law on November 16, 2025. This followed its approval by the Iranian Parliament on February 19, 2025, and subsequent ratification by the Expediency Council on October 29, 2025.
Project Details and Scope
The planned railway, known in Iran as the Marand–Cheshmeh Soraya railway transit line, will span approximately 200 kilometers (120 miles), extending towards Turkey's Aralik border region. Iranian authorities estimate the construction phase will take between three to four years to complete.
During a joint press conference in Tehran with his Turkish counterpart, Hakan Fidan, Foreign Minister Araghchi emphasized the mutual commitment to 'begin work, on a priority basis, to connect the two countries' railway lines at the border.'
Strategic Importance and Economic Impact
The primary objective of this new rail link is to transform the southern section of the historic Silk Road into an 'all-rail corridor ensuring the continuity of the network between China and Europe,' according to Iranian Transport Minister Farzaneh Sadegh. This initiative is expected to enable 'fast and cheap transport of all types of cargo with minimal stops,' positioning it as a competitive alternative to existing maritime and overland routes.
For Iran, the project is part of broader efforts to expand infrastructure and trade ties with neighboring countries, aiming to revitalize an economy that has been strained by decades of international sanctions. The rail link is also seen as a potential connection point for China's Belt and Road Initiative, despite Iran having been largely excluded from its major investments thus far.
Broader Regional Connectivity
The agreement underscores a shared vision for enhanced regional connectivity. The new line is anticipated to facilitate not only trade but also cultural exchange and tourism between the two nations.
