Russia's State Duma Set to Ratify Key Military Logistics Pact with India Ahead of Putin's Visit

Strengthening Defense Ties

The Russian Federation's State Duma is on the verge of ratifying a significant military logistics agreement with India, known as the Reciprocal Exchange of Logistics Agreement (RELOS). This move is anticipated just days before President Vladimir Putin's scheduled visit to New Delhi on December 4-5 for the 23rd Bilateral Summit. The agreement aims to significantly deepen the long-standing defense cooperation between the two strategic partners.

The RELOS pact was initially signed on February 18, 2025, in Moscow by Indian Ambassador Vinay Kumar and then-Deputy Defence Minister Alexander Fomin. Its ratification is expected to mark a new phase in military engagement, providing a formal framework for enhanced operational capabilities.

Details of the Agreement

The core objective of the RELOS agreement is to streamline military logistics support and facilitate the mutual dispatch of personnel, warships, and warplanes. This includes provisions for:

  • Joint drills and training sessions
  • Humanitarian assistance and disaster response operations
  • Access to each other's bases, ports, and airfields for refueling, maintenance, and replenishment
  • Technical and logistical support for military units

According to Russia's official news agency, TASS, the document, uploaded to the State Duma's electronic database, 'ratifies an agreement between the government of the Russian Federation and the government of the Republic of India about the procedure of dispatching Russian military units, warships and warplanes and of dispatching the Republic of India's military units, warships and warplanes on the territory of the Russian Federation, as well as on organizing their mutual technical and logistical support.'

Strategic Implications and Arctic Access

The ratification of RELOS is seen as a crucial step in expanding the operational reach of both countries' armed forces. A particularly notable aspect of the pact is the enhanced, swift, and easier access it grants to Indian naval vessels to the strategic Arctic region. This is significant given India's increasing interest in Arctic shipping routes and its existing investments in Russia's eastern regions.

The agreement is expected to simplify regulatory mechanisms and procedures, thereby fostering more joint military activities and peacetime cooperation. It will enable smoother utilization of the host nation's existing logistics networks, enhancing the ability to respond swiftly to crises and providing a strategic edge to military operations.

Broader Defense Cooperation and Putin's Visit

The impending ratification underscores the robust and enduring defense partnership between India and Russia. This cooperation extends to several high-profile joint military programs, including the development of the BrahMos supersonic cruise missile, the fifth-generation fighter aircraft initiative, and the ongoing Su-30MKI fighter jet program. India's military inventory features a substantial range of Russian-origin platforms, such as the S-400 Triumf air-defense system and T-90S Bhishma main battle tanks.

During President Putin's visit, discussions are also anticipated regarding potential new arms deals, including the purchase of advanced Su-57 fighter jets and the S-500 missile defense system. This continued engagement highlights India's commitment to strategic autonomy in its defense procurement, even amidst geopolitical pressures.

Arctic ambitions might lead to unnecessary international tensions for India.

Access to each other's bases for refueling and maintenance is a practical benefit for both militaries, improving readiness and response times. However, the optics of deepening military integration with Russia at this juncture could send mixed signals to other global powers.

This pact will only embolden Russia's aggressive foreign policy.

The historical bond between India and Russia is undeniable, and this logistics agreement is a natural extension of that. Yet, in today's shifting global landscape, such close military alignment could invite scrutiny and complicate India's efforts to build new alliances.
