The RELOS pact was initially signed on February 18, 2025, in Moscow by Indian Ambassador Vinay Kumar and then-Deputy Defence Minister Alexander Fomin. Its ratification is expected to mark a new phase in military engagement, providing a formal framework for enhanced operational capabilities.

The core objective of the RELOS agreement is to streamline military logistics support and facilitate the mutual dispatch of personnel, warships, and warplanes. This includes provisions for:

According to Russia's official news agency, TASS, the document, uploaded to the State Duma's electronic database, 'ratifies an agreement between the government of the Russian Federation and the government of the Republic of India about the procedure of dispatching Russian military units, warships and warplanes and of dispatching the Republic of India's military units, warships and warplanes on the territory of the Russian Federation, as well as on organizing their mutual technical and logistical support.'

The ratification of RELOS is seen as a crucial step in expanding the operational reach of both countries' armed forces. A particularly notable aspect of the pact is the enhanced, swift, and easier access it grants to Indian naval vessels to the strategic Arctic region.
