High-Level Diplomatic Engagement Scheduled
Wang Yi, China's top diplomat, will undertake a visit to Russia from December 1 to December 2 for the 20th round of China-Russia strategic security consultations. The visit was announced by China's foreign ministry on Friday, November 28. Wang Yi holds the titles of a Member of the Political Bureau of the Communist Party of China Central Committee, Director of the Office of the Central Commission for Foreign Affairs, and Minister of Foreign Affairs.
The high-level discussions will take place in Moscow at the invitation of Russian Security Council Secretary Sergei Shoigu.
Agenda: Strategic Security and Regional Issues
During the consultations, Wang Yi and his Russian counterparts are expected to 'thoroughly exchange views on international and regional issues of mutual concern.' A key objective is to 'strengthen communication and coordination on key issues involving the strategic security interests of both countries.' The meetings are anticipated to cover a broad spectrum of strategic topics, including:
- Regional stability
- Military cooperation
- Economic collaboration
- Ongoing diplomatic engagements
Context of Deepening China-Russia Ties
This visit occurs amidst a backdrop of deepening strategic partnership between China and Russia. Both nations have been actively working to strengthen their positions on the global stage and to counterbalance what they perceive as Western influence. Recent months have seen a series of high-level engagements, including meetings between Chinese and Russian military officials aimed at enhancing defense and security cooperation.
The consultations also come as the United States renews its efforts to find a resolution to the ongoing conflict in Ukraine. China has consistently stated that it does not supply Russia with military materials for the conflict and has sought to position itself as an impartial mediator.
Outlook for Future Cooperation
The upcoming strategic security consultations underscore the importance both Beijing and Moscow place on their bilateral relationship and their shared perspectives on global governance and security concerns. The outcomes of these discussions are expected to further shape the diplomatic landscape in Eurasia and beyond, reflecting a concerted effort by both nations to foster a resilient, long-term partnership.

The focus on strategic security is understandable for both nations, yet China's claim of impartiality in Ukraine becomes harder to believe with such high-level engagements.
