Latvian Government Allocates €2 Million for Ukraine's Reconstruction Efforts
The Latvian government has officially approved a significant financial allocation of €2 million to support local companies participating in the reconstruction of Ukraine's infrastructure. This decision was made during a cabinet meeting on November 25th, with the funds being reallocated from state coffers for the year 2025. The initiative aims to strengthen the involvement of Latvian businesses in international renovation projects crucial for Ukraine's recovery.
Funding Mechanism and Business Support
The €2 million will be channeled through the Ministry of Economy's 'State Support Programs' in 2025. These funds are specifically designated to provide loans to Latvian businesses for investments and to serve as working capital. This means the financial support will directly benefit Latvian companies, rather than being transferred directly to Ukraine. The government has outlined a broader commitment, planning to allocate a total of €4 million for this purpose, with €2 million in 2025 and an additional €2 million in 2026.
Eligibility for this support extends to companies whose projects involve:
- The production of goods
- The provision of services
- The acquisition of shares in companies
All eligible activities must contribute directly to Ukraine's infrastructure reconstruction and economic recovery.

Viktors Valainis, the Latvian Minister of Economics (Greens and Farmers Union), underscored Latvia's unwavering commitment to providing long-term assistance to Ukraine. He highlighted Latvia's active participation in international coordination mechanisms designed to promote Ukraine's restoration and future development. Minister Valainis also noted the strong interest demonstrated by Latvian entrepreneurs in collaborating with Ukraine, evidenced by a large delegation of business representatives who visited Ukraine in 2024 alongside Ministry of Economics officials.
Broader Context of Latvian Aid to Ukraine
This latest funding approval is part of Latvia's ongoing and extensive support for Ukraine since 2022. Latvia has consistently focused its reconstruction efforts on Ukraine's Chernihiv region. The country has pledged to allocate €5 million annually from its state budget for Ukraine's long-term reconstruction. In May 2024, Latvia announced a commitment of €6 million for Ukraine's infrastructure development for both 2024 and 2025. Furthermore, in February 2025, the Cabinet of Ministers approved €5.7 million for various reconstruction and development cooperation projects, including €2.7 million for social infrastructure in Chernihiv and €1.5 million for a grant competition in the same region. As of October 15, 2025, Latvia's total aid to Ukraine since the war's onset has reached €966 million, representing 0.6% of its GDP, encompassing military, humanitarian, and reconstruction support.
