Delhi Police and NCB Seize 328 kg Methamphetamine, Dismantle Transnational Cartel

Major Drug Bust in Delhi Under 'Operation Crystal Fortress'

In a significant crackdown on drug trafficking, a joint team comprising the Narcotics Control Bureau (NCB) and the Delhi Police Special Cell has seized a staggering 328.54 kg of high-quality methamphetamine. The illicit consignment, estimated to be worth ₹262 crore in the international market, was recovered from a residence in Chhattarpur Enclave, South Delhi, following a three-day operation that culminated on November 20, 2025. This operation, codenamed 'Operation Crystal Fortress,' marks one of the largest methamphetamine seizures in the national capital's history.

Arrests and Cartel Network

The multi-agency effort led to the arrest of two individuals linked to the transnational drug syndicate. The arrested suspects have been identified as Shane Waris, a 25-year-old resident of Noida originally from Amroha, Uttar Pradesh, and Esther Kinimi, a 43-year-old woman from Nagaland.

Investigations revealed that Shane Waris played a crucial role as a key link in the network, coordinating operations using fake SIM cards and encrypted communication platforms such as WhatsApp and Zangi, under instructions from foreign handlers. Esther Kinimi's residence in Chhattarpur was allegedly used as a major storage hub for the drugs. Officials stated that the cartel operated through a sophisticated network involving multiple couriers, safe houses, and layered handlers, with Delhi serving as a central hub for both domestic distribution and smuggling to international markets.

Ongoing Investigation and Foreign Link

The dismantled syndicate is believed to be controlled by a foreign-based kingpin, who is also wanted in connection with a previous seizure of 82.5 kg of cocaine in Delhi last year. The breakthrough in this case followed months of surveillance, technical intercepts, and tracking of operatives. Authorities are actively pursuing further leads to apprehend other associates and the kingpin, with efforts underway to coordinate with international enforcement partners for deportation to India.

Official Recognition

Union Home Minister Amit Shah lauded the joint efforts of the NCB and Delhi Police for their success in 'Operation Crystal Fortress.' In a post on X, he stated, 'Our government is shattering drug cartels at unprecedented pace.' He further described the operation as 'a brilliant example of seamless multi-agency coordination to achieve PM Modi ji's vision for a drug-free India,' emphasizing the government's intensified crackdown on narcotics.
