EU Imposes New Sanctions on Russian Officials

The Council of the European Union, following a meeting of EU foreign ministers, has imposed restrictive measures on ten Russian individuals deemed responsible for serious human rights violations within the Russian Federation. The sanctions, approved on November 21, 2025, target those involved in the cruel treatment of Ukrainian prisoners of war, the repression of Russian civil society, and the persecution of democratic opposition.

Grave Violations Detailed

The newly sanctioned individuals are implicated in a range of severe abuses. These include the systematic torture and inhumane treatment of Ukrainian prisoners, which has reportedly led to the deaths of at least 15 detainees. Among the victims is Ukrainian investigative journalist Viktoria Roshchyna, who died in Russian captivity due to ill-treatment.

The restrictive measures also address the politically motivated persecution of activists and journalists. Notably, members of the Russian judiciary have been sanctioned for their role in the prosecution of activist Alexei Gorinov, a former municipal deputy in Moscow's Krasnoselsky district. Gorinov was sentenced to three years in prison for expressing his opinion on Russia's war against Ukraine. Additionally, individuals involved in the persecution of journalists and activists associated with opposition leader Alexey Navalny and his foundation are included in the sanctions list.

Targeted Institutions and Measures

The sanctions specifically target high-level officials within the main directorate of the Federal Penitentiary Service of the Russian Federation for the Rostov Oblast, including personnel from Pre-Trial Detention Centre No. 2. Among those named in connection with these abuses are Aleksandr Shtoda, a head of Taganrog Detention Center No. 2, and Andrei Polyakov, the chief jailer of Russia in the Rostov region.

The restrictive measures imposed by the EU include an asset freeze, prohibiting EU citizens and companies from making funds available to the designated individuals. Furthermore, a travel ban prevents these individuals from entering or transiting through EU territories.

International Condemnation and Czech Initiative

The sanctions were proposed by the Czech Republic. Czech Foreign Minister Jan Lipavský expressed satisfaction with the decision, stating that the sanctioned individuals 'create what we can call totalitarianism or a dictatorial regime in Russia.' He added that the ten individuals include 'judges, investigators, people who investigate for political reasons and carry out repressions.'

The EU reiterated its unwavering condemnation of human rights violations and repression in Russia, expressing deep concern over the deteriorating human rights situation in the country, particularly in the context of Russia's ongoing war against Ukraine.
