The United States has given its approval for a possible foreign military sale of advanced weaponry to India, a deal valued at approximately
$93 million. The package includes
Javelin Missile Systems and
Excalibur Projectiles, intended to bolster India's homeland defense and deter regional threats. The announcement, made on
November 20, 2025, underscores the deepening strategic relationship between Washington and New Delhi.
Details of the Approved Sale
The U.S. State Department made the determination, with the Defense Security Cooperation Agency (DSCA) delivering the required certification to Congress. The sale comprises two main components:
- Javelin Missile System and related equipment: Estimated at $45.7 million, this includes 100 FGM-148 Javelin rounds, one 'fly-to-buy' missile, and 25 Lightweight Command Launch Units (LwCLU).
- M982A1 Excalibur tactical projectiles and related equipment: Valued at an estimated $47.1 million, this package includes 216 Excalibur projectiles.
The principal contractors for these sales will be
RTX Corporation for the Excalibur projectiles and a joint venture between
RTX Corporation and Lockheed Martin for the Javelin systems.
Enhancing India's Defense Capabilities
According to the DSCA, this proposed sale will 'support the foreign policy and national security objectives of the United States by helping to strengthen the U.S.-Indian strategic relationship and to improve the security of a major defense partner which continues to be an important force for political stability, peace, and economic progress in the Indo-Pacific and South Asia regions.' The agency further stated that the sale 'will improve India's capability to meet current and future threats, strengthen its homeland defense and deter regional threats.'
About the Weapon Systems
The
FGM-148 Javelin is a man-portable, 'fire-and-forget' anti-tank guided missile system. It is designed to engage and defeat armored vehicles, bunkers, and caves, utilizing a 'top-attack' flight profile to strike the more vulnerable upper surfaces of tanks. The
M982A1 Excalibur is a 155mm precision-guided artillery round known for its extended range and accuracy. It employs GPS and inertial guidance technology, allowing for precise targeting and reduced collateral damage, even in complex urban environments.
Strategic Context and Regional Threats
This arms deal comes weeks after Washington and New Delhi unveiled a
10-year defense cooperation framework in October, aimed at expanding collaboration in military technology, co-production, and information sharing. The sale is also notable as India's first defense purchase from the US under Washington's foreign military sales program since trade tensions between the two nations eased.
India faces a complex regional security landscape, with identified threats including:
- China: Considered a primary adversary, particularly concerning border disputes and influence in the Indo-Pacific region.
- Pakistan: A persistent threat due to cross-border terrorism.
- Non-traditional threats: Such as cyber warfare and maritime security challenges.
This acquisition is expected to enhance India's ability to address these diverse security challenges and maintain stability in the Indo-Pacific and South Asia regions.

It's good to see strategic alliances being strengthened, but the focus on arms sales always raises concerns about escalating regional rivalries rather than fostering genuine de-escalation. There's a fine line between deterrence and provocation.

Great news for regional stability! India needs these capabilities.

India certainly faces legitimate security challenges from its neighbors, yet spending such a significant sum on advanced weaponry could also divert crucial resources from pressing domestic issues like poverty and infrastructure development. A balanced approach is needed.

The sale of precision-guided munitions like Excalibur could reduce collateral damage in conflict, which is positive, but it also makes military intervention seem more palatable, potentially increasing the likelihood of engagement. The implications are complex.
