Historic AI Partnership Signed

The United States and Saudi Arabia officially established a Strategic Artificial Intelligence Partnership on November 19, 2025. The agreement was signed by Saudi Foreign Minister Prince Faisal bin Farhan bin Abdullah Al Saud and US Secretary of State Marco Rubio. Both officials described the partnership as 'a historic step that establishes a new milestone in the strategic relationship between the two countries'.

This significant accord took place on the sidelines of a state visit by Saudi Crown Prince Mohammed bin Salman to the White House, where he met with US President Donald Trump and other high-ranking officials.

The comprehensive partnership is designed to foster collaboration across several critical areas of artificial intelligence and technology. Key components of the agreement include:

The partnership aims to leverage Saudi Arabia's competitive advantages, such as its available land, energy resources, and strategic geographic location, to establish AI technology clusters. Concurrently, it seeks to utilize the United States' advanced technology ecosystem to drive economic growth. The overarching goal is to boost productivity, innovation, growth, and prosperity, delivering economic and social benefits to both countries.

Major Joint Venture for AI Data Centers

In a related development, AMD, Cisco, and Humain, a company backed by Saudi Arabia's Public Investment Fund (PIF), announced plans for a joint venture to build world-leading AI infrastructure. This venture, unveiled on November 19, 2025, is expected to commence operations in 2026.

The collaboration will combine Humain's state-of-the-art data centers with technology from AMD and Cisco, who will serve as exclusive technology partners. The ambitious target is to deploy up to 1 gigawatt (GW) of AI infrastructure by 2030. The initial phase of the project involves the buildout of 100 megawatts (MW) of AI infrastructure, integrating Humain's data center capacity with AMD Instinct MI450 Series GPUs and Cisco's critical infrastructure solutions. Tareq Amin, CEO of Humain, confirmed that the full capacity of this initial 100MW has already been committed to Luma AI, a generative video startup.

Saudi Arabia's Vision for AI Leadership

These agreements align with Saudi Arabia's broader strategic objectives outlined in its National Strategy for Data and AI (NSDAI). The NSDAI aims to position the Kingdom among the top 15 countries globally in AI development and application by 2030. This strategy involves significant investments, fostering a robust AI ecosystem, and developing a skilled workforce to integrate AI across various sectors of its economy.
