Historic Approval for Victoria's Largest Battery Project
The Australian federal government has provided conditional approval for the Portland Energy Park, a significant 1 gigawatt (GW) / 2.5 gigawatt-hour (GWh) battery project located in regional Victoria. This decision paves the way for what is anticipated to be one of Australia's largest grid-scale battery energy storage systems, developed by British clean energy firm Pacific Green. The project, valued at an estimated A$1.3 billion, aims to bolster energy stability and accelerate the nation's transition to renewable energy sources.
The approval follows a fast-tracked process by the Victorian Government through its Development Facilitation Program, a scheme expanded in 2024 to expedite clean energy infrastructure.
Project Scope and Economic Impact
The Portland Energy Park will be strategically situated within Portland's industrial hub on Madeira Packet Road, in close proximity to the Portland Aluminium Smelter and Water Treatment Plant. The facility is designed to integrate with existing electrical infrastructure, comprising four 250-megawatt (MW) battery units.
Once operational, the project is expected to deliver substantial benefits:
- Powering approximately 345,000 homes during peak demand.
- Avoiding 66,900 tonnes of carbon dioxide (CO2) emissions annually.
- Creating an estimated 300-400 jobs during its construction phase and 30-60 ongoing jobs.
- Contributing to a 3.8% reduction in total wholesale energy costs for Victorian households.
The project represents a significant step in Pacific Green's broader ambition to develop a 7 GWh pipeline of battery energy parks across Australia's National Electricity Market.
Timeline and Environmental Considerations
Construction of the Portland Energy Park is projected to commence in September 2026 and will be developed in phases over 36 months, with full operation anticipated by 2028. The battery system is designed for an initial lifespan of 20 years.
The approval came with several conditions, including stringent environmental safeguards. These mandate limits on clearing specific habitats, such as those for the Blue-wined parrot and the Southern Brown Bandicoot and Swamp Antechinus. Additionally, all lighting within the development area must comply with National Light Pollution Guidelines. Other conditions address biodiversity impacts, bushfire safety, noise management, and upgrades to nearby roads.
Government and Industry Perspectives
Victorian Minister for Planning, Sonya Kilkenny, highlighted that the fast-tracked pathway has unlocked over A$6 billion in renewable energy investments, providing cheaper and cleaner energy to hundreds of thousands of Victorian households. Minister for Energy and Resources, Lily D'Ambrosio, emphasized the project's role in soaking up cheap renewable power during the day and delivering it during peak demand, thereby slashing energy bills.
Joel Alexander, Managing Director of Pacific Green's Australian operations, stated that the Portland Energy Park will stand as Australia's largest grid-scale battery, driving Victoria's energy transition forward.

The scale of this battery park is impressive for grid stability, yet the relatively short 20-year lifespan of the batteries means we need a clear strategy for recycling and replacement to truly call this sustainable.

While the promise of cheaper, cleaner energy is appealing, the 'fast-tracked' approval process raises questions about due diligence, especially regarding potential impacts on local ecosystems and light pollution.

Boosting renewable energy capacity is vital for Australia's future, but relying on a British firm for such critical infrastructure means we should ensure strong local content rules and knowledge transfer are in place.

30-60 ongoing jobs for a $1.3 billion project? That's barely anything.

Fast-tracked? Sounds like corners were cut on environmental impact. Worrying.
