Russia Enacts Sweeping Laws to Bolster Domestic Defenses Against Ukrainian Attacks

Kremlin Responds to Escalating Threats

The Russian Federation has enacted a series of new laws and measures aimed at significantly strengthening its domestic defenses against a rising tide of Ukrainian drone attacks and sabotage operations. These legislative changes and security enhancements reflect the Kremlin's clear expectation of a protracted conflict with Ukraine, which has intensified almost four years into the full-scale invasion.

Ukrainian forces have increasingly targeted Russian energy facilities and critical infrastructure, and have been implicated in the assassination of high-profile Russian military figures deep within the country. These deep-strike operations have exposed vulnerabilities that Moscow is now actively seeking to address.

Enhanced Penalties and Reservist Mobilization

Among the most significant new provisions are those that sharply increase penalties for sabotage within Russia. These measures introduce severe consequences, ranging from lifelong sentences to the prosecution of individuals as young as 14 years old for acts of sabotage.

Furthermore, President Vladimir Putin recently signed a decree authorizing the deployment of military reservists, known as BARS, to guard critical infrastructure. This move allows for the call-up of an estimated 2 million reservists to protect key sites, including oil refineries that have been repeatedly hit by Ukrainian drones, without resorting to a broader, potentially unpopular, mobilization. At least 20 Russian regions, including Tatarstan, Bashkortostan, Belgorod, Bryansk, and Kursk, have begun recruiting these reservist units.

Technological and Border Security Measures

In addition to legal and personnel changes, Russia is implementing new technological and border security protocols. Authorities are introducing regulations designed to electronically disrupt the flight of Ukrainian drones.

Since November 10, a new 'sim card cooling-off period' has been in effect, blocking mobile users returning from abroad for 24 hours. This measure aims to prevent Ukrainian drones from utilizing civilian communication networks for their operations, a method reportedly employed in previous deep-strike missions.

Acknowledging a Prolonged Conflict

The comprehensive nature of these new defensive measures underscores Russia's acknowledgment of a long-term engagement. Independent political expert Andrei Kolesnikov noted that 'Russia is acclimating its population to a prolonged semi-military existence and urging people to brace for greater sacrifices as the war drags on.' This sentiment is echoed by statements from Russian officials, including Deputy Head of the Security Council Dmitry Medvedev, who affirmed that the war would continue until Russia 'reaches its goals.'

The ongoing conflict, which began in February 2014 and escalated with a full-scale invasion in February 2022, has seen Ukrainian forces conduct cross-border incursions, including into Russia's Kursk region, and launch ATACMS missile strikes against military targets within Russia. These actions have prompted Moscow to consider establishing a security buffer zone in adjacent territories to mitigate future attacks.

It's understandable Russia wants to defend against drone attacks, but mobilizing millions of reservists and enforcing strict digital controls could further isolate the population and stifle basic freedoms. This comes at a high societal cost.
