Ukrainian President Volodymyr Zelensky concluded his third visit to Spain on Tuesday, November 18, 2025, engaging in high-level meetings with King Felipe VI and Prime Minister Pedro Sánchez. The visit underscored Spain's continued commitment to Ukraine, resulting in significant pledges of military and financial aid, alongside strengthened defense cooperation.
Substantial Military and Reconstruction Aid Pledged
During his visit, President Zelensky secured a new military aid package from Spain valued at €615 million. This comprehensive package is structured to address Ukraine's immediate defense needs and long-term reconstruction efforts:
- €300 million allocated for new defense equipment.
- €100 million designated for the purchase of US military equipment through NATO's Prioritized Ukraine Requirements List (PURL) initiative.
- €215 million channeled via the European Union's SAFE instrument to fund anti-drone equipment and radars, with many systems developed by Spanish companies.
In addition to military support, Spain announced a €200 million financial instrument dedicated to Ukraine's reconstruction. This fund will primarily focus on critical sectors such as energy, transport, and water management, aiming to modernize infrastructure damaged by ongoing conflict.
Deepening Defense and Industrial Cooperation
President Zelensky's agenda also included meetings with Spanish Defense Minister Margarita Robles and representatives from leading Spanish defense companies, including Indra Group. Discussions centered on expanding collaboration in advanced radars, air defense, and anti-drone systems. Ukraine expressed particular interest in acquiring 'unique Spanish production' long-range detection radars, which President Zelensky stated would be 'tested in real war' conditions. Bilateral agreements were also signed, addressing various areas including measures to combat Russian disinformation.
This visit reinforces a bilateral security agreement signed in May 2024, under which Spain committed to providing €1 billion in annual military support to Ukraine.
Cultural Engagements and Broader European Context
Beyond defense and aid discussions, President Zelensky, accompanied by Prime Minister Sánchez, visited Madrid's Reina Sofía Museum to view Pablo Picasso's iconic anti-war masterpiece, 'Guernica'. He also addressed the Congress of Deputies. This marks President Zelensky's third visit to Spain since the full-scale Russian invasion began, following his participation in the European Political Community Summit in Granada in October 2023 and the signing of the Security Cooperation Agreement in Madrid in May 2024. The visit is part of a broader European tour aimed at maintaining and strengthening international support for Ukraine.
