The United Kingdom's government has unveiled a significant update to its immigration rules, enabling international students holding a student visa to transition directly to the Innovator Founder visa from within the country. This pivotal change, set to take effect on November 25, 2025, eliminates the previous requirement for students to depart the UK to apply for the business-focused visa route.
This reform is part of a broader government initiative to reshape its economic migration policy, aiming to retain high-potential talent and bolster the domestic start-up ecosystem. The move replaces the now-closed Start-up visa, positioning the Innovator Founder visa as the primary pathway for foreign nationals seeking to establish new ventures in the UK.
Streamlined Pathway to Entrepreneurship
Previously, international students aspiring to launch businesses in the UK faced the logistical and financial burden of returning to their home countries to submit their visa applications. The new policy provides a more seamless transition from academic study to entrepreneurship, allowing graduates to begin developing their businesses without interruption. This flexibility means students can commence self-employment immediately upon applying for the Innovator Founder visa, provided their application is supported by an endorsed business concept and submitted while their Student visa remains valid.
Key Eligibility Requirements for Applicants
To qualify for the Innovator Founder visa, applicants must meet several stringent conditions. A core requirement is securing an endorsement from a Home Office-approved endorsing body. This endorsement confirms that the business idea is innovative, viable, and scalable.
Specific eligibility criteria for students switching in-country include:
- Successful completion of the course for which their Student visa was issued.
- Holding a valid Student visa at the time of application, without having overstayed.
- Meeting the English language requirement, typically at B2 level.
- Demonstrating sufficient personal savings of at least £1,270 held for 28 consecutive days, unless exempt.
- Being 18 years of age or older.
While there is no fixed minimum investment requirement, applicants must show they possess sufficient lawful funds to establish and operate their proposed business.
Benefits and Long-Term Prospects
The Innovator Founder visa is typically granted for a period of three years and offers a direct pathway to Indefinite Leave to Remain (ILR) after three years of continuous residence in the UK. Visa holders are permitted to work for their endorsed business and can also undertake additional employment at or above RQF Level 3, provided it does not undermine their primary entrepreneurial commitment. Study is also permitted under this visa route. The government expects visa holders to maintain engagement with their endorsing body, with required check-ins to monitor business progress.
