Major Investment to Transform Al-Khobar's Tourism Landscape
Saudi Arabia has unveiled an ambitious $1.9 billion (SAR 7 billion) tourism development plan for the Al-Khobar Governorate in its Eastern Province. The comprehensive initiative, announced during the TOURISE 2025 Summit in Riyadh, is set to introduce more than 1,450 hotel rooms and residential units, alongside extensive retail, dining, and entertainment facilities. This strategic investment underscores the Kingdom's commitment to elevating its tourism sector and enhancing the region's appeal as a global destination.
The announcement was made under the patronage of Prince Saud bin Naif bin Abdulaziz, Governor of the Eastern Region, with key figures such as Tourism Minister and Chairman of the Tourism Development Fund (TDF) Ahmed Al Khateeb, and Minister of Investment Khalid Al-Falih in attendance.
Key Projects and Expanding Hospitality Offerings
A central component of the new plan is the establishment of the Al-Khobar Pier project fund, designed to transform the Al-Khobar pier into a dynamic tourism hub. This project will span an area of 671,000 square meters and feature an 850-meter waterfront, integrating a diverse array of hotels, resorts, and residential units under international brands.
Further enhancing the region's hospitality infrastructure, the plan includes the financing of the Rixos Half Moon Beach Resort. This resort will cover over 260,000 square meters and offer 400 rooms and 41 luxury villas, complete with a range of recreational facilities.
Other significant developments contributing to Al-Khobar's transformation include:
- The Heart of Khobar (HOK): A premium mixed-use project by Tilal Real Estates, valued at approximately $1.63 billion (SR6 billion), covering 268,813 square meters. It will feature residential units, offices, hotels, a shopping mall, business park, community center, cinema, and serviced apartments, aiming for a sustainable and pedestrian-friendly urban environment.
- The 25hours Hotel Heart of Khobar: Part of the HOK development, scheduled to open in 2028, offering 170 guestrooms and suites, and 80 serviced apartments.
- Hotel Indigo & Residences Al Khobar: A partnership between IHG and Refad, set to open by September 2027, providing over 200 hotel rooms and serviced apartments in the corniche district.
- The Avenues – Khobar: A large mixed-use project spanning nearly 200,000 square meters with over 400 hotel rooms.
- Ajdan Fairmont: A five-star hotel featuring more than 160 sea-view rooms.
- Nobu Hotel & Residences: Marking the debut of the Nobu brand in the Eastern Province, offering over 160 luxury hospitality units.
Strategic Vision for Future Growth
These developments are integral to Saudi Arabia's broader Vision 2030, which seeks to diversify the economy away from oil and position the Kingdom as a leading global tourism destination. The projects are designed to attract both local and international private sector investments, boost tourism spending, and enhance the overall quality of life for residents and visitors.
The Eastern Province, with its rich natural, marine, cultural, and economic resources, is considered one of the Kingdom's most promising tourist attractions. The new plan builds upon earlier phases of the Al-Khobar Waterfront development, which included significant infrastructure improvements, green spaces, and recreational areas. Additionally, the first phase of the North Al-Khobar development project, announced in July 2025, aims to further enhance municipal services and infrastructure across 300,000 square meters.
The comprehensive nature of these projects reflects a strategic effort to create integrated tourism destinations that offer diverse experiences, from luxury accommodations and entertainment to enhanced urban living and cultural engagement, solidifying Al-Khobar's role in Saudi Arabia's burgeoning tourism landscape.
