Maryland Unveils Ambitious AI Initiative
Annapolis, Maryland – Governor Wes Moore of Maryland announced on Thursday, November 13, 2025, a landmark partnership with leading artificial intelligence companies Anthropic and Percepta. This collaboration, supported by The Rockefeller Foundation, seeks to leverage AI to address critical state challenges, including child poverty, housing accessibility, and the modernization of state government services. The initiative positions Maryland as one of the first states in the nation to adopt a comprehensive, multi-agency approach to AI integration.
Governor Moore emphasized the transformative potential of AI, stating, 'Artificial Intelligence can be a powerful tool for change. Today, we harness that power through a landmark partnership with Anthropic and Percepta.' He further highlighted the administration's commitment to innovation, noting, 'Leveraging AI will accelerate our push to fight poverty, turn renters into homeowners, and ensure every Marylander can access essential services like nutrition and financial support, quickly and effectively.'
Targeting Child Poverty and Expanding Benefits Access
A core component of the partnership involves utilizing Anthropic's Claude AI models to streamline access to essential benefits for Maryland residents. A new Claude-powered virtual assistant will enable citizens to apply for programs such as SNAP, Medicaid, temporary cash assistance, and WIC. This assistant will also identify additional benefits for which residents may qualify, connecting eligible families to crucial support.
Furthermore, AI will assist benefits caseworkers in processing over 150,000 documents monthly more quickly and accurately. This will help verify eligibility and provide policy guidance for complex cases, ultimately delivering faster support to those in need.
Enhancing Housing Access and Government Efficiency
To expand housing access, Percepta's engineers will work directly with state teams to integrate and expedite processes such as environmental permitting and licensing. By applying Percepta's Mosaic platform, the state aims to accelerate service delivery and the development of building projects across Maryland.
The broader goal of government modernization will see Anthropic's Claude AI for Enterprise and application programming interface tools embedded into the daily workflows of state employees across multiple agencies. These include Maryland Benefits, the Department of Labor, the Governor's Innovation Team, and the Maryland Department of the Environment. The initiative also includes exploring an AI upskilling pilot for early-career professionals in Maryland's 'lighthouse' industries.
Building on Previous AI Successes
This new partnership builds upon Maryland's prior successful ventures into AI. In June 2025, the state launched a bilingual Claude-powered chatbot, which significantly simplified information access for over 600,000 Marylanders receiving SUN Bucks benefits and helped reduce call center volumes. Additionally, Governor Moore signed an executive order in January 2024, establishing an AI subcabinet to guide the ethical and productive use of AI technologies across state government.
Thiyagu Ramasamy, Anthropic's Head of Public Sector, affirmed the company's commitment, stating, 'Claude will supercharge the work of public servants to make government more accessible and responsive.' Hirsh Jain, CEO of Percepta, also expressed enthusiasm for harnessing AI innovation for transformative results in essential services. The Rockefeller Foundation, which supported the birth of AI at Dartmouth 70 years ago, is providing strategic planning support for this pioneering partnership.
