India's INS Sahyadri Joins Quad Nations for Exercise Malabar 2025 in Guam

Indian Navy Strengthens Indo-Pacific Presence

The Indian Naval Ship (INS) Sahyadri, an indigenously designed and constructed Shivalik-class guided-missile stealth frigate, has reached Guam in the Northern Pacific to participate in Exercise Malabar 2025. This significant multilateral naval exercise brings together the navies of the Quad nations: India, the United States, Japan, and Australia. The exercise, which marks its 29th edition, officially commenced on November 10, 2025, and is scheduled to conclude on November 18, 2025.

INS Sahyadri's participation underscores India's strategic commitment to the Indo-Pacific region and its growing emphasis on maritime security and interoperability with partner navies.

Objectives and Phases of Malabar 2025

Exercise Malabar 2025 is designed to enhance interoperability, coordination, and communication among the participating navies. Key objectives include strengthening regional maritime security through advanced naval drills and joint operations.

The exercise is structured into two main phases:

  • Harbour Phase (November 10-12): This phase focuses on operational planning sessions, coordination meetings, and discussions on communication protocols. It also includes familiarisation visits and sports fixtures to foster camaraderie among sailors.
  • Sea Phase (November 13-17): During this phase, warships and aircraft will engage in a variety of tactical training events. These will include joint fleet operations, anti-submarine warfare, gunnery serials, and flying operations.

The drills aim to boost combat readiness, technical cooperation, and information sharing among the member navies.

The Role of Quad Nations in Regional Security

The Malabar exercise serves as a crucial platform for the Quadrilateral Security Dialogue (Quad), an informal strategic forum comprising Australia, India, Japan, and the United States. The Quad is committed to supporting a peaceful, stable, and prosperous Indo-Pacific region.

The exercise highlights the convergence of views among these countries on maritime issues and their shared commitment to an open, inclusive Indo-Pacific and a rules-based international order. Guam, a U.S. territory, holds strategic relevance due to its proximity to East Asia and contested waters, making it an ideal location for such a significant exercise.

INS Sahyadri: A Symbol of 'Aatmanirbhar Bharat'

The INS Sahyadri (F49) is the third ship of the Shivalik-class (Project 17) of stealth multi-role frigates. Built by Mazagon Dock Shipbuilders Limited (MDL) in Mumbai, it was commissioned in 2012. The vessel is equipped with advanced stealth technology, sophisticated sensors, and multi-role combat systems capable of engaging threats from air, surface, and underwater domains.

Its participation in Exercise Malabar 2025 is a testament to the ship's operational versatility and the Indian Navy's expanding blue-water capabilities, reflecting the 'Aatmanirbhar Bharat' (self-reliant India) vision in defense manufacturing.

The Malabar exercise undoubtedly strengthens the Quad's ability to respond to maritime challenges. Yet, we must ensure these actions don't inadvertently lead to an arms race in an already volatile area.

While increased interoperability among Quad nations is beneficial for regional security, these large-scale drills could be perceived as escalatory by non-participating powers, potentially increasing regional mistrust.

It's good to see India's naval capabilities growing and its commitment to a rules-based order. However, relying solely on military alliances might overshadow diplomatic solutions needed for complex regional issues.

The 'Aatmanirbhar Bharat' initiative in defense is commendable for national security. However, constantly conducting exercises near contested zones risks miscalculation and could inadvertently destabilize the very peace they aim to secure.
