Preparations for the influx of an estimated 50,000 attendees have included significant infrastructure projects. President Lula da Silva visited the expanded Port of Outeiro, which will accommodate floating hotels to address the city's limited accommodation capacity. Additionally, the government has authorized Guarantee of Law and Order (GLO) operations by the Armed Forces in Belém from November 2 to 23, 2025, to ensure the security of the event and its participants.
