Joint Effort Boosts Sinaloa's Fishing Sector
The Mexican federal government, in partnership with the state government of Sinaloa, has announced the disbursement of MXN 122.2 million in financial support to 32,577 commercial fishers and aquaculturists. This significant aid, delivered through the Bienpesca program, aims to strengthen the economy and well-being of families dependent on fishing and aquaculture in the region. The agreement for this support was formalized in late October 2025, with the distribution of funds commencing around November 1, 2025.
Bienpesca Estatal: A Unique Complement to Federal Support
This financial injection represents a unique initiative known as 'Bienpesca Estatal,' making Sinaloa the only state in Mexico to offer a complementary program to the federal Bienpesca. The total amount of MXN 122.2 million is a joint investment, with both the federal government and the state of Sinaloa contributing 50 percent each. Each eligible beneficiary receives an additional MXN 3,750 from this combined effort, which supplements the MXN 7,500 previously provided by the federal Bienpesca program earlier in the year.
Official Statements Highlight Program's Impact
The collaboration was solidified through a specific agreement signed between the Comisión Nacional de Acuacultura y Pesca (CONAPESCA), an agency under the Secretaría de Agricultura y Desarrollo Rural (SADER), and the Government of Sinaloa. Flor Emilia Guerra Mena, Secretary of Fisheries and Aquaculture of Sinaloa, emphasized that the program is a direct response to the needs of the fishing sector, ensuring that resources reach beneficiaries without intermediaries. Rigoberto Salgado Vázquez, National Commissioner of Aquaculture and Fisheries, noted that the initiative reflects a shared commitment to the welfare and prosperity of fishers, contributing to the country's food sovereignty. Governor Rubén Rocha Moya has been a key proponent of the program, ensuring its transparency and timely delivery.
Strengthening the Livelihoods of Fishing Communities
The primary objective of the Bienpesca Estatal program is to provide direct resources that enable fishers and aquaculturists to acquire essential inputs, tools, and materials for their activities. This includes items such as fishing gear, fuel, and equipment, all of which are crucial for enhancing productivity and supporting the economic stability of families in coastal communities. The program benefits a diverse group of workers, including:
- Riverine fishers
- Continental water fishers
- Aquaculturists
- Crews of larger vessels

MXN 3,750 per person? That's barely anything to cover real costs for equipment and fuel.

Why is Sinaloa the *only* state complementing this? Other states desperately need similar support!

No intermediaries, just direct help. That's precisely how government programs should be run!
