Brazil's 2025 Power Transmission Auction Concludes with Significant Investment
Brazil's single power transmission auction for 2025, officially designated as Transmission Auction No. 4/2025, successfully concluded on Friday, October 31, 2025. The event saw the awarding of seven lots, attracting an estimated investment of R$5.5 billion (US$1.02 billion) aimed at expanding and modernizing the country's electricity grid. The auction was organized by the Brazilian Electricity Regulatory Agency (ANEEL).
Key Winners and Project Allocations
Among the prominent participants, Axia Energia, formerly known as Eletrobras, stood out as a major winner. The company secured two lots, specifically Lot 6 and Lot 7 (comprising sub-lots 6A, 6B, 7A, and 7B), representing a substantial investment of approximately R$1.09 billion or R$1.63 billion. Axia Energia's projects include the construction of two substations with synchronous compensators in Minas Gerais (Lot 6) and two similar substations in Rio Grande do Norte (Lot 7).
Other significant awards included:
- Shalom FIP Multiestratégia RL, which won Lot 1 for a transmission line project in São Paulo, with an estimated investment of R$352.3 million.
- Rialma Administração e Participações, awarded Lot 2 for projects spanning Maranhão, Paraíba, Pernambuco, and Piauí, involving an estimated investment of R$788.6 million.
- CPFL Transmissão, securing Lot 3 for power lines and substations in Paraná and Rio Grande do Sul, with a projected investment of R$1.07 billion.
- FIP Warehouse, an investment fund managed by BTG Pactual, which acquired Lot 4. This lot involves transmission lines and substations with synchronous compensators in Mato Grosso and Rondônia, with an estimated investment of R$1.2 billion or R$1.24 billion.
- EDP Transmissão Goiás, which won Lot 5 for power lines and a substation in Goiás, with an estimated investment of R$441.5 million.
Scope and Future Impact
The awarded projects collectively encompass the construction and maintenance of approximately 1,081 kilometers of transmission lines and sections, alongside the addition of 2,000 MVA in new substations across 12 Brazilian states. These developments also include the installation of seven synchronous compensators, crucial for grid stability. The completion timeline for these works ranges from 42 to 60 months after contract signing, with all projects expected to be operational within five years.
The auction's success underscores Brazil's commitment to enhancing its energy infrastructure, supporting the nation's growing electricity demands, and facilitating the integration of renewable energy sources. The projects are integral to the government's strategy to accelerate infrastructure delivery within the power sector.

Crucial for integrating more renewable energy sources. A smart strategic move.

Securing private investment is a smart strategy to modernize, however, transparency around the long-term financial agreements and eventual consumer costs should be clearer. We need affordable energy, not just more of it, especially for vulnerable populations.

Great news for Brazil's energy future! This is exactly what we needed.

While the R$5.5 billion investment is impressive for grid expansion, the timeline of up to 60 months raises concerns about timely delivery and potential cost overruns. We need these upgrades sooner rather than later.

More transmission lines mean more environmental impact and land disruption. At what cost?
