India's involvement in Chabahar is a cornerstone of its regional connectivity initiatives, including the International North-South Transport Corridor (INSTC), a multimodal network connecting India with Iran, Russia, and Central Asia. The port has also been instrumental in facilitating the delivery of essential humanitarian aid to Afghanistan.

In mid-September, the Trump administration had announced its decision to revoke a previous sanctions waiver, granted in 2018 under the Iran Freedom and Counter-Proliferation Act (IFCA), which was set to become effective on September 29. This revocation was part of Washington's broader 'maximum pressure' campaign against Tehran.

Despite the broader sanctions regime, the US has repeatedly granted exemptions for the Chabahar project, recognizing its humanitarian and strategic importance for Afghanistan and Central Asia. India, through India Ports Global Limited (IPGL), has been operating the Shahid Beheshti terminal at Chabahar Port. In May 2024, India and Iran formalized a 10-year agreement granting IPGL operational rights over the terminal. Since India took operational control, the port has handled over eight million tonnes of cargo.
