Germany Faces Intensified Hybrid Threats

Germany is experiencing a marked escalation in Russian hybrid attacks, prompting a strong response from Berlin. Chancellor Friedrich Merz has publicly accused Russia of orchestrating these multifaceted assaults, which include sophisticated espionage, widespread disinformation campaigns, and disruptive drone incursions. In a recent address, Merz announced the development of a comprehensive national action plan to counter these threats, emphasizing Germany's resolve to defend itself.

Espionage and Sabotage Activities on the Rise

German intelligence agencies report a significant intensification of Russian espionage activities since 2022, with the number of suspicious incidents reportedly doubling over the past year. Russian intelligence services, including the GRU, SVR, and FSB, have adapted their operational methods, employing cyber-infiltration, illegal agents, and proxy networks. Notable incidents include:

• In January 2024, a Bundeswehr officer was arrested in Koblenz for allegedly attempting to pass military intelligence to Russian handlers.
• In August 2023, two Russian-German nationals were apprehended in Bayreuth on suspicion of planning sabotage operations targeting U.S. military bases in Bavaria.
