Hanoi Hosts Historic Cybercrime Convention
Hanoi, Vietnam – The Netherlands has expressed strong commendation for Vietnam's role in hosting the signing ceremony of the United Nations Convention against Cybercrime, often referred to as the Hanoi Convention. Ernst Noorman, the Dutch Ambassador-at-large for Cyber Affairs, praised Vietnam's efforts, highlighting the country's commitment to tackling global cyber threats and advancing international cooperation. The historic event, held in Hanoi from October 25-26, 2025, saw 72 states sign the new global legal instrument.
A New Era in Global Cyber Security
The UN Convention against Cybercrime represents the first global legal instrument on cybercrime adopted within the UN framework in over two decades. It is designed as a comprehensive blueprint for international cooperation, providing signatory states with robust tools to prevent, investigate, and prosecute cybercrime. The Convention addresses a wide range of offenses, including computer system attacks, online fraud, the illegal dissemination of sensitive images, child abuse, and money laundering. A key feature is the establishment of a global 24/7 Network to facilitate rapid international cooperation. The Convention also emphasizes the crucial inclusion of human rights safeguards.
Dutch Perspective and Commitment
Ambassador Ernst Noorman conveyed his admiration for Vietnam's organization of the event, stating, 'I'm really impressed' by Vietnam's commitment to combat cybercrime. He noted his satisfaction that the Convention was finally signed after 'more than five years of challenging negotiations,' underscoring the importance of human rights being 'strongly embedded' within the agreement. While the Netherlands could not sign the Convention on the initial days 'for administrative reasons,' Ambassador Noorman affirmed that the country would sign it 'in the very near future,' emphasizing the need for swift ratification and implementation by all nations.

Vietnam's decision to host the signing ceremony underscores its growing stature on the world stage and its strong commitment to the rule of law and international obligations. The event, themed 'Countering Cybercrime – Sharing Responsibility – Securing Our Future,' brought together high-level officials, including UN Secretary-General Antonio Guterres and Vietnamese President Luong Cuong, who chaired the ceremony.
