A bench comprising Justices J. K. Maheshwari and N. V. Anjaria directed the CBI Director to appoint a senior officer to lead the probe, supported by additional officers.

To ensure transparency and accountability, the court also established a three-member supervisory committee, headed by former Supreme Court judge Justice Ajay Rastogi, to monitor the progress of the CBI investigation. This move superseded a previous order by the Madras High Court for a Special Investigation Team (SIT) probe, which the Supreme Court suspended.
