Official Visit Underway in Hangzhou
Spanish Minister for Foreign Affairs, European Union and Cooperation José Manuel Albares Bueno commenced an official visit to China on October 14, 2025, scheduled to conclude on October 15. The visit follows an invitation from his Chinese counterpart, Wang Yi, a member of the Political Bureau of the Communist Party of China Central Committee and Chinese foreign minister. The diplomatic engagement is taking place in Hangzhou, a city known for its industrial, technological, and educational dynamism.
Agenda Focuses on Bilateral and International Cooperation
During his two-day stay, Minister Albares is set to engage in a broad range of discussions with Foreign Minister Wang Yi. The agenda includes a review of bilateral relations, encompassing both political and economic dimensions, as well as an exchange of views on pressing international issues. This visit underscores the ongoing diplomatic engagement between Madrid and Beijing, aiming to reaffirm commitments to constructive cooperation and identify new opportunities across various sectors, including trade, innovation, and cultural exchange.
Strengthening Economic Ties and Educational Exchange
A significant component of Minister Albares's visit involves fostering stronger economic ties. He is scheduled to meet with Spanish business representatives in Hangzhou, highlighting the importance of economic collaboration. Hangzhou's selection as the host city is notable, given that 70% of Chinese residents in Spain originate from Zhejiang province, of which Hangzhou is the capital.
Furthermore, Minister Albares will participate in the inauguration of the Beihang Valencia Polytechnic Institute (BVPI) international campus. This institution, a collaboration with the Universidad Politécnica de Valencia, marks the first Spanish university center to offer in-person teaching abroad, with a projected capacity for up to 2,000 students across degree, master's, and doctoral programs.
Context of Enduring Partnership
The visit holds particular significance as it coincides with the 20th anniversary of the Comprehensive Strategic Partnership between Spain and China. It also serves as a follow-up to the visit by Spanish Prime Minister Pedro Sánchez in April 2025 and reciprocates the visit made by the Chinese Foreign Minister to Cordoba in February 2024. Spain views China as a crucial partner in addressing global challenges such as climate change and development financing, and is committed to upholding multilateralism and promoting more balanced EU-China relations.
