The Sumy Prosecutor's Office has reclassified the criminal proceedings related to the incident under Part 2 of Article 438 of the Criminal Code of Ukraine, pertaining to 'committing war crimes resulting in the death of a person.' This legal action underscores the severity of the attack and its potential violation of international humanitarian law.

International reaction was swift, with European Commission President Ursula von der Leyen condemning the attack. She stated that 'The shocking scenes emerging from Shostka railway station highlight Russia's reckless and continued willingness to target civilians.' The incident is part of a broader pattern of increased Russian airstrikes on Ukraine's railway network and power grid, which Moscow has intensified ahead of the upcoming winter season.
