According to Alexandrov, this intelligence helps Russia identify and refine strategic targets for attacks, including facilities that benefit from foreign investment. He highlighted that 'there is evidence of a high level of cooperation between Russia and China in conducting satellite reconnaissance of the territory of Ukraine in order to identify and further explore strategic objects for targeting.'

The Ukrainian official cited recent Russian missile attacks as evidence of this alleged cooperation. In August 2025, a Russian missile strike destroyed a U.S.-owned appliance factory in the western Zakarpattia region, injuring 15 people.
